Summary Minutes: Special City Commission Meeting September 10, 2009 Sunny Isles Beach, Florida <br />First Budget Hearing <br />It was the consensus of the Commission that the Workshops were an important step in the <br />budget process, and they appreciated all the hard work staff did in taking the necessary steps <br />in bringing this budget into balance to make it a model budget. Mayor Edelcup also thanked <br />the Senior Staff for foregoing any salary increase in the coming year, and it set the tone for <br />how the City would deal with the fact that we are looking at the lower revenues coming in. <br />Mayor Edelcup also noted that we have been able to keep the Millage Rate below where it <br />was when he stepped into office, and total balance that we are spending today is very close to <br />what we were spending six years ago, Given all the inflation that has taken place, we have <br />been ahead of the curve in making sure we are spending our dollars wisely and we were able <br />to keep the budget process in line which also permits us to go forth and still increase the parks <br />and the amenities we were able to get for the City. <br />Commissioner Brezin moved and Vice Mayor Thaler seconded a motion to approve the <br />resolution. Resolution No. 2009 -1456 was adopted by a roll call vote of 5 -0 in favor. <br />3B. Budget Ordinance (Public Hearing) <br />An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting <br />an Operating and Capital Outlay Budget for the Fiscal Year Commencing October 1, <br />2009 through September 30, 2010, Pursuant to Section 200.65, Florida Statutes (Trim Bill); <br />Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; <br />Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Post Audit; <br />Providing for Severability and Providing for an Effective Date. <br />Action: City Clerk Hines read the title. Mayor Edelcup opened it for public discussion and <br />then asked for a motion to approve the Ordinance on first reading. <br />Commissioner Scholl moved and Vice Mayor Thaler seconded a motion to approve the <br />proposed ordinance on first reading, as amended. The motion was approved by a roll <br />call vote of 5 -0 in favor.
