Summary Minutes: Special City Commission Meeting September 22, 2009 Sunny Isles Beach, Florida <br />Second Budget Hearing <br />3B. Budget Ordinance (Public Hearing) <br />An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting <br />an Operating and Capital Outlay Budget for the Fiscal Year Commencing October 1, <br />2009 through September 30, 2010, Pursuant to Section 200.65, Florida Statutes (Trim Bill); <br />Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; <br />Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Post Audit; <br />Providing for Severability and Providing for an Effective Date. <br />(First Reading /Hearing 09/10/09) <br />Action: City Clerk Hines read the title. City Manager Conner reported. <br />Vice Mayor Thaler moved and Commissioner Goodman seconded a motion to adopt the <br />ordinance. Ordinance No. 2009 -333 was adopted by a roll call vote of 4 -0 -1 <br />(Commissioner Scholl absent) in favor, at 6:33 p.m. <br />Vote: Commissioner Brezin yes <br />Commissioner Goodman yes <br />Commissioner Scholl absent <br />Vice Mayor Thaler yes <br />Mayor Edelcup yes <br />4. DISCUSSION ITEMS <br />4A. Add -On: <br />Discussion on the Purchase of Artwork. <br />Action: City Manager Conner said he, Mayor Edelcup and City Historian Richard Schulman <br />have been looking at some artwork that would be a real addition to the community, and staff <br />has selected various locations for placement of the art. He said time is of the essence to get <br />this in place, and because of that he is going to authorize payment for this material and ratify <br />the purchase at the October 15, 2009 Commission meeting. Mayor Edelcup asked for a <br />consensus vote, and Commissioner Brezin moved and Vice Mayor Thaler seconded a <br />motion to go forward with the purchase. The purchase will come out of the FY 2008/2009 <br />budget Art in Public Places account. <br />4B. Add -On: <br />Discussion on the Lights at Pelican Community Park. <br />Action: Vice Mayor Thaler said as you walk into the Pelican Community Park on the right <br />side there are two white lights on the building that he would like replaced with a higher <br />quality of light. City Manager Conner said he would look into it. <br />4C. Add -On: <br />Discussion on Stanchions and Traffic Control at 183rd Street. <br />A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Expressing <br />Strong Support for the Proposed Traffic Light on 182nd Street and Collins Avenue; <br />Authorizing the City Manager to Do All Things Necessary to Effectuate this Resolution; <br />Providing for an Effective Date. <br />
