Summary Minutes: Special City Commission Meeting September 22, 2009 Sunny Isles Beach, Florida Second Budget Hearing 3B. Budget Ordinance (Public Hearing) An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting an Operating and Capital Outlay Budget for the Fiscal Year Commencing October 1, 2009 through September 30, 2010, Pursuant to Section 200.65, Florida Statutes (Trim Bill); Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Post Audit; Providing for Severability and Providing for an Effective Date. (First Reading /Hearing 09/10/09) Action: City Clerk Hines read the title. City Manager Conner reported. Vice Mayor Thaler moved and Commissioner Goodman seconded a motion to adopt the ordinance. Ordinance No. 2009 -333 was adopted by a roll call vote of 4 -0 -1 (Commissioner Scholl absent) in favor, at 6:33 p.m. Vote: Commissioner Brezin yes Commissioner Goodman yes Commissioner Scholl absent Vice Mayor Thaler yes Mayor Edelcup yes 4. DISCUSSION ITEMS 4A. Add -On: Discussion on the Purchase of Artwork. Action: City Manager Conner said he, Mayor Edelcup and City Historian Richard Schulman have been looking at some artwork that would be a real addition to the community, and staff has selected various locations for placement of the art. He said time is of the essence to get this in place, and because of that he is going to authorize payment for this material and ratify the purchase at the October 15, 2009 Commission meeting. Mayor Edelcup asked for a consensus vote, and Commissioner Brezin moved and Vice Mayor Thaler seconded a motion to go forward with the purchase. The purchase will come out of the FY 2008/2009 budget Art in Public Places account. 4B. Add -On: Discussion on the Lights at Pelican Community Park. Action: Vice Mayor Thaler said as you walk into the Pelican Community Park on the right side there are two white lights on the building that he would like replaced with a higher quality of light. City Manager Conner said he would look into it. 4C. Add -On: Discussion on Stanchions and Traffic Control at 183rd Street. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Expressing Strong Support for the Proposed Traffic Light on 182nd Street and Collins Avenue; Authorizing the City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date.
