Summary Minutes: Special City Commission Meeting September 22, 2009 Sunny Isles Beach, Florida <br />Second Budget Hearing <br />Action: City Manager Conner said there has been some discussion about the stanchions and <br />the traffic control at 183rd Street and to place a Police Officer, and he asked about putting this <br />on the October 15, 2009 agenda, and Mayor Edelcup said he would like to hear it now as the <br />October 15 meeting is too late and he suggested by a voice vote to announce the <br />Commission's support for the light on 182nd Street and he instructed City Manager Conner <br />and City Attorney Ottinot to formalize that and we can take a vote tonight without having to <br />wait. City Attorney Ottinot said for the record, basically the instruction is for the City Clerk <br />to draft a resolution stating the support of the City Commission for the proposed traffic light <br />on 182nd Street, and that the Commission at a previous Workshop expressed their support. <br />City Manager Conner said he has a meeting before the Florida Department of Transportation <br />and he read an email that stated on October 1, 2009 at 2:00 p.m. at 1000 NW l l ltl' Avenue, <br />Conference Room A, Room 6114, Miami, which is their headquarters, we are on the hearing <br />agenda for a variance at the Access Management Review Committee's meeting for traffic <br />signal location at 182nd Street and Collins Avenue. He said in understanding and knowing <br />this process, that this is a major accomplishment, we have done very well. Mayor Edelcup <br />said we need to make sure we have the right people there from the City to push forward with <br />this process, and he noted that he will be out of town as well as the City Manager, and so he <br />suggested that Vice Mayor Thaler, City Attorney Ottinot, and Assistant City Manager Jorge <br />Vera be present at that meeting, and anyone else you feel would be important to be there. <br />You may want to ask Principal Annette Weissman for a letter stating her support. He also <br />suggested that Vice Mayor Thaler contact the PTA and get a letter of support from them, as <br />well as the Trust Committee. Vice Mayor Thaler will follow through on that. <br />Vice Mayor Thaler asked what the step is after the hearing, and City Manager Conner said if <br />the variance is granted, then there is only the process of permitting. We turn in the design <br />and they review it, the staff has to have the variance in hand before they can review it. The <br />design will be completed the first week in October, and they will turn around and submit the <br />plans immediately and ask for an expedited review. Mayor Edelcup said that in previous <br />meetings we were told that the concept was approved subject to seeing the design, and so if <br />anything, all they can object to is a change in design and not the concept of not having a <br />light, we need to hold that line, and City Manager Conner agreed, and said that they have <br />approved it and the only thing they can object to is the technical design. <br />Vice Mayor Thaler moved and Commissioner Brezin seconded a motion to approve the <br />resolution. Resolution No. 2009 -1485 was adopted by a roll call vote of 4 -0 -1 <br />(Commissioner Scholl Absent) in favor. <br />41). When the building was constructed they had <br />this formation there that looked like actual shadow boxes that are part of the concrete. We <br />thought we could just leave it painted to look like a wall, however, upon looking at it <br />recently, she feels it looks incomplete, like something should go in there, and she suggested <br />
