Summary Minutes:Regular City Commission Meeting January 19,2017 City of Sunny Isles Beach,Florida <br /> that will replace surface parking,followed by the construction of the both towers. He added <br /> that it is likely that it will take more than 24 months than what the ordinance typically <br /> provides for in order to obtain building permits for all of those phases. <br /> Mr. Kasdin concluded saying stating that there has been significant neighborhood outreach. <br /> For the past 2 years, Rich Brock has been talking to a number of the neighbors, and more <br /> recently, Rich and Marisa Amuial -of Akerman LLP- have met with every neighbor that <br /> would have an interest in this project,including Poinciana Island,the Arlen House Buildings, <br /> as well as the Imperial Condo and Coastal Towers. <br /> Mr. Kasdin then introduced project architect Beatriz Hernandez of MSA, to provide other <br /> specifics of the project. <br /> Ms.Hernandez mentioned that she wanted to emphasize the integration of the public spaces, <br /> namely the bay walk. It will start on parcel of land that will be dedicated to the City for the <br /> continuation of the Intracoastal Parks. The parcel is located on Collins Avenue and the south <br /> side of Kings Point Drive. It will run down the south side of the proposed 100 building, <br /> heading west,down to the property line before heading north to cross over Kings Point Drive <br /> to where the proposed building 200 will be constructed. Once on the parcel where building <br /> 200 will be, the baywalk will continue heading north to the canal on the north side of the <br /> property line and wrap around the parking garage before continuing west,down to the end of <br /> the property line of the proposed 200 building. As demonstrated, a key aspect of the project <br /> is providing connectivity between all these amenities that will be open to the public. <br /> Ms. Hernandez concluded,briefly describing other architectural aspects of the project, such <br /> as the pool that will remain in its current space,although slightly reconfigured and improved <br /> with landscaping; the integration of a roof line that varies in height; and the screening of all <br /> rooftop equipment. She then turned over to the landscape architect,Brian Yule,who briefly <br /> described the landscape features that will be featured on the property. <br /> Mr. Kasdin concluded the presentation. Mayor Scholl then opened the public hearing, and <br /> after listening to the residents' comments and concerns and rebuttal from Mr. Kasdin and <br /> Rich Brock, he closed the public hearing. Mayor Scholl then asked for questions and <br /> comments from the Commission. <br /> Commissioner Gatto mentioned that she had concerns with the project being a rental <br /> community because, generally speaking,rental buildings are not managed as well as condos <br /> are in terms of security and other areas. She would prefer for it not be a rental community, <br /> be pet free,and have less density. Commissioner Gatto stated that,while she understands the <br /> frustration the community has with new development, she also understands that the <br /> developer has a right to build and it is his prerogative and choice of whether it is going to be <br /> a rental building or a condominium. In terms of variances, Commissioner Gatto explained <br /> that there are different degrees of variances. With these particular variances that are being <br /> asked for is what she refers to as"internal or self-contained". The variances have absolutely <br /> no impact on the community outside the development. <br /> Commissioner Svechin asked for clarification regarding the parking spaces. Rich Brock <br /> explained that the parking will meet the requirements of the code, which is 1.5 parking <br /> 5 <br />
