Hines welcomed everyone noting that this is a mandatory meeting and that <br />everyone must sign in. Staff present included City Manager Alan J. Cohen, Consultant Joel <br />Wadsworth of Calvin, Giordano and Associates, City Clerk Jane A. Hines, Assistant City Attorney <br />Fernando Amuchastegui, Purchasing Agent Marcanthony Tulloch, Assistant City Clerk Mauricio <br />Betancur, and Buyer Clifford Lamm. <br /> <br />City Consultant/Project Manager Joel Wadsworth said that the Skate Park opened in February 2011 <br />and it is well attended on a scheduled basis. Early on there were complaints of noise being emanated <br />from the wheels of the skateboards, from the surrounding Condominiums, mainly Winston Towers. <br />Kimley Horn did a Noise Assessment Report about a year ago, which will be posted under an <br />Addendum on www.demandstar.com. The purpose of the RFP is to come up with options to provide <br />an assessment of and a solution to mitigate or eliminate the noise emanating from the Skate Park <br />according to the Scope of Services in the RFP (page 14). The RFP is really in two phases: the First <br />Phase is to review the Kimley Horn Noise Assessment Report and then come up with your different <br />options on the feasibility of acoustic barrier system or enclosure to help acoustic conditions. Provide <br />computer modeling of existing conditions and possible solutions, and cost estimates for alternate <br />solutions. Provide an analysis of noise transmitted to adjacent sites and recommendation on how to <br />control it. Review existing Skate Park and provide recommendations of how modifications to the <br />Park will decrease noise levels. The Second Phase is after a solution is agreed upon, the consultant <br />shall propose a price to design the accepted solution, and prepare a scope of work and engineers <br />estimate that will be used to go out to bid for the construction of the accepted solution, and enter into <br />an agreement with you. <br /> <br />The deadline for submission of Request for Proposals documents is Tuesday, May 1, 2012, at 10:00 <br />a.m., at which time those sealed responses will be publicly opened. Any additional questions are <br />required to be in writing and may be submitted up to five (5) days before the opening (at the close of <br />business, Thursday, April 26, 2012), which will be answered and placed on Demand Star. How do we go about the bidding process? <br />You should visit the site, and come up with your initial evaluation of different <br />recommendations of products, systems, or implementation of the actual structure, etc., <br />and come up with a computer model and a fee based on time to address problem. <br /> <br />2. Then we are to bid on the First Phase.
