City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />Mandatory Pre -Bid Conference Summary Minutes <br />Thursday, September 17, 2015 at 11:00 a.m. <br />RFP No. 15-08-01, Creation of a Cultural Master Plan <br />City Clerk Jane Hines opened the meeting, and turned it over to Lynn M. Dannheisser, <br />Esq., Executive Director of the Sunny Isles Beach Foundation, a not-for-profit Corporation. <br />Proposers were also given an opportunity to join this meeting through a conference call. <br />Ms. Dannheisser said that the City of Sunny Isles Beach is seeking the services of a <br />qualified consulting firm to provide leadership for the development and creation of the <br />City's first Cultural Master Plan. <br />The meeting was opened for a Question and Answer Session: <br />What is the expectation regarding local participation, at a local level or a national level? <br />We are looking for qualified respondents. We are not requiring a local representative. We <br />will focus on experience and ability to do the assessment and understand the unique <br />issues in Sunny Isles Beach. <br />What was the impetus for establishing the Foundation? <br />It started with our retiring Mayor, Norman S. Edelcup, who is culturally oriented and <br />seeking to continue to improve the overall quality of life in this community including <br />culturally. We have many multi -family high-rise buildings with a limited amount of <br />opportunities for the neighbors to know each other. We have eleven (11) parks in the City. <br />We created fund raising from outside sources. The Commission is very excited about it. <br />The Foundation has been up and running since February 2015. We are not quite <br />coordinated as to where the City and the Foundation will inter -react in this matter. <br />To what degree of involvement of City staff and the Foundation do you want? <br />Right now Ms. Dannheisser, the Foundation Executive Director, is doing it all, and will <br />direct the cultural planning process but this project is in partnership with the City and so <br />yes, the City will provide in-kind services as listed on page 11 of the RFP. We need <br />leadership and direction from our consultant. If staffing involves more than scheduling or <br />asking the staff to set up a room for a meeting, if it involves more expertise, we need it <br />from the respondent's side. <br />What are the Art in Public Places Program parameters? <br />That is one of our issues. Most of the art here is not curated, it has been done in a less <br />methodical way which we are looking to formalize. In terms of space, we have 11 parks <br />and several beach access points. There are many opportunities for creative spaces for the <br />art. Our current Mayor has mentioned the creation of an Art Park.
