RESOLUTION NO. 2018- 2--1q1" <br /> A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, <br /> FLORIDA, ENCOURAGING THE FLORIDA LEGISLATURE <br /> TO ENACT MEASURES TO PROTECT SCHOOL CHILDREN <br /> AND OUR COMMUNITIES FROM GUN VIOLENCE,AND TO <br /> DEVELOP EFFECTIVE STRATEGIES TO ADDRESS, <br /> SUPPORT, AND PROVIDE RESOURCES FOR PERSONS <br /> SUFFERING FROM MENTAL HEALTH ISSUES, WHICH <br /> MAY INCLUDE ENACTING REASONABLE FIREARMS <br /> REGULATIONS (SUCH AS UNIVERSAL BACKGROUND <br /> CHECKS), PROVIDING RESOURCES TO ADDRESS <br /> MENTAL HEALTH ISSUES, ENHANCING "ACTIVE <br /> SHOOTER" AND RELATED SAFETY AND SECURITY <br /> TRAINING FOR STUDENTS, TEACHERS, <br /> ADMINISTRATORS, PARENTS, AND OTHERS, AND <br /> IMPLEMENTING ENHANCED SECURITY MEASURES FOR <br /> PUBLIC SCHOOLS AND OTHER COMMUNITY <br /> INSTITUTIONS; DIRECTING THE CITY CLERK TO <br /> DISTRIBUTE COPIES OF THIS RESOLUTION; PROVIDING <br /> AN EFFECTIVE DATE. <br /> WHEREAS, the recent tragedy at Marjory Stoneman Douglas High School in <br /> Parkland, Florida, has once again brought the issue of school gun violence and gun violence <br /> in our communities to the public's attention; and <br /> WHEREAS, as a City with a public school like the City of Parkland, the issue <br /> strongly resonates in the City of Sunny Isles Beach; and <br /> WHEREAS,under Florida law,the regulation of firearms has been preempted to the <br /> Florida Legislature, and therefore the City Commission generally lacks the authority to <br /> legislate in this area; and <br /> WHEREAS, the City Commission believes that the Florida Legislature should <br /> consider all potential methods for protecting school children from gun violence, as well as <br /> effective strategies to address, support, and provide resources for persons suffering from <br /> mental health issues; and <br /> WHEREAS, such measures may include enacting reasonable firearms regulations <br /> (such as universal background checks), providing resources to address mental health issues, <br /> enhancing "active shooter" and related safety and security training for students, teachers, <br /> administrators,parents, and others, and implementing enhanced security measures for public <br /> schools and other community institution. <br /> Page 1 of 3 <br />
