| Page 8 <br />City of Sunny Isles Beach | RFQ No. 18-02-01 | March 22, 2018 <br />Marine And Coastal Professional Engineering Consulting Services (CCNA) <br />Architecture <br />Revuelta Architecture International will provide architectural services required under the contract. The firm has completed <br />the design of some of South Florida’s leading landmark residential, commercial, hospitality, and mixed-use projects. M&N’s <br />office is across the street from Revuelta’s office in Miami, and the firms regularly collaborate on projects in southeast Florida. <br />The architectural assignments under this contract are anticipated to be small; however, Revuelta’s firm has full architectural <br />capabilities to support contract assignments. Although not specified in the RFP, the Revuelta team may need to retain other <br />consultants such as structural and mechanical/electrical/plumbing (MEP) engineers to provide the full range of services inside <br />the building envelope, as applicable. <br />Construction Planning and Administration <br />M&N will assemble the bid documents for the Project to assist the City with the bid process. M&N has implemented a variety <br />of construction projects throughout Florida for public sector clients using client-provided “up front” contract documents. M&N <br />will work with the City to ensure the “Best Value” procurement process is implemented that will result in the “lowest, most <br />responsive bidder.” A “low bid” selection process can result in an unqualified contractor being awarded the contract, and this type <br />of process can result in claims, schedule delays, and construction that is not in accordance with the plans/specifications. M&N <br />has implemented bidding processes on a fast-track process that has included incorporating all environmental permit conditions <br />in the construction documents prior to final environmental permit issuance. <br />M&N monitors the unit prices and trends in the marine, dredging and coastal construction industry. Timing of project bidding <br />can result in significant cost savings, especially relevant to mobilization of marine construction equipment. The M&N team will <br />provide updated construction cost estimates at every phase of the project design from initial schematic design (environmental <br />permitting) through design development and preparation of construction documents. M&N has former marine contractors on <br />staff in Florida that assist in constructability reviews and cost estimating. <br />M&N provides a “hands-on” approach to construction administration with regular site visits, and Representative Project <br />Representative (RPR) services (full time inspection) have been provided to public sector clients. These services are currently <br />being provided on the Town of Hillsboro Beach’s beach nourishment, and will also be provided in Sunny Isles for the beach <br />nourishment project associated with the Armani development. M&N regularly utilizes web-based construction management to <br />facilitate construction documents control utilizing the NewForma software. In addition, the Engineer-of-Record for the coastal <br />and marine projects will make representative site visits and oversee any of the construction inspection. M&N strongly supports <br />the active participation and oversight of the professional engineer that completed the design work throughout construction. <br />Project Environmental and Physical Monitoring <br />Beach management projects require physical and biological monitoring for FDEP and Corps permit compliance usually for <br />a period of 3 years post construction. This monitoring could include benthic or wetlands surveys to monitor potential effects <br />from the Project or the required monitoring of a mitigation project to ensure success of the mitigation. M&N will assist the <br />City in reviewing biological monitoring reports and assist with processing through the agencies for permit compliance. Beach <br />management projects will require physical monitoring, and the team has extensive experience with this monitoring. Morgan & <br />Edklund will provide the required hydrographic/topographic surveys and provide data in the FDEP-standard formats as overseen <br />by M&N. M&N will prepare the physical monitoring reports that assess beach project performance. <br />Estuarine Enhancement <br />The firm has extensive experience throughout the U.S. in developing habitat creation and mitigation projects. The firm recently <br />designed and managed construction for 820 acres of coastal wetlands restoration of the Barataria Basin in Louisiana. This <br />work involved a 13-mile dredge discharge pipeline. Key personnel at M&N have Miami-Dade County experience with the <br />environmental restoration, and CSA is one of the leading firms in the country with the design and implementation of environmental <br />enhancement projects.
