| Page 7 <br />City of Sunny Isles Beach | RFQ No. 18-02-01 | March 22, 2018 <br />Marine And Coastal Professional Engineering Consulting Services (CCNA) <br />application that highlights why a particular project is the most deserving of funding. M&N has extensive experience with FDOT <br />Local Agency Program (LAP) grants that have funded oceanfront and waterfront paths in the past since they are means of <br />alternative transportation. Key personnel in the Miami office have extensive experience with projects funded by the Florida <br />Inland Navigation District (FIND) in southeast Florida. In addition, key staff have assisted Florida municipalities with LGFR <br />beach management funding requests through the Florida DEP. Currently staff are providing FDEP funding assistance for two <br />municipalities in southeast Florida, and one beach management project has qualified for FEMA assistance after Hurricane <br />Mathew. M&N have continued to meet with FEMA and provide appropriate documentation to maximize the amount of funding <br />for design, construction, and monitoring of the engineered beach project. M&N has also served as a subconsultant for FEMA’s <br />response to 2017 hurricane impacts in Texas, Georgia, U.S Virgin Islands and Puerto Rico. This experience with FEMA <br />performing assessments and assisting the communities with funding for recovery can be applied to the City projects as well as <br />coordination with Miami-Dade County. <br />Regulatory Analysis and Permit Approvals <br />For all projects/task orders, M&N will review the pertinent regulations and provide feedback to the City and the project team <br />regarding implications of applicable permitting criteria to the project’s planning and design. M&N typically holds consultation- <br />level discussions with jurisdictional permitting agency staff during the project conceptual design process and as part of the <br />diligence for any planning/design criteria document to ensure that the project meets regulatory criteria, and will advise the City <br />at the earliest opportunity of any potential opportunities or issues. M&N will prioritize and execute effective communication with <br />the City, regulatory agency staff and stakeholders to bring consensus to the final product and permit approvals. <br />Key M&N personnel have extensive experience and strong working relationships with FDEP and Corps permitting staff, as <br />well as commenting agencies, which may include the Florida Fish and Wildlife Conservation Commission (FWC), the U.S. Fish <br />and Wildlife Service (FWS), the National Marine Fisheries Service (NMFS), and/or the U.S. Environmental Protection Agency <br />(EPA), depending on the project/task scope. To minimize Requests for Additional Information (RAI), the team will communicate <br />strategically and clearly with the permitting agencies during all phases of the project and will work closely with the City to <br />prepare comprehensive permit applications. M&N key personnel have a deep understanding of Joint Coastal (JCP), Coastal <br />Construction Control Line (CCCL) and Environmental Resource (ERP) permitting in Florida. <br />The City will be provided regular permitting strategy and progress updates, and key agency communications will be reviewed <br />with the City project manager prior to transmittal. The M&N team will work with the permitting agencies to provide procedural/ <br />policy input and technical responses, as applicable, to expedite the permitting process and yield the most beneficial result for <br />the project. M&N staff also have experience in processing emergency/expedited permit authorizations, whether due to coastal <br />storm impacts under a State-issued Emergency Order, or for a site-specific situation, and are familiar with the applicable laws <br />and procedures. <br />Once the major regulatory compliance issues are addressed for any given project/task order during the conceptual design <br />phase, the M&N team can progress to Design Development plans concurrently during the permitting process. The project <br />implementation schedule will be optimized with permitting and engineering design. <br />Environmental Assessments <br />EE&G will be responsible for environmental assessments under this contract. The firm has 30 years of experience in consulting <br />related to hazardous waste management and remediation, asbestos, lead-based paint, industrial hygiene and indoor air quality, <br />environmental audits, compliance audits, property acquisition/cleanup, resource recovery/recycling services, and emergency/ <br />disaster response. Their environmental service staff includes Engineers, Scientists, Geologists, Certified Industrial Hygienists, <br />and Support Professionals. For environmental engineering assignments, EE & G will provide the City with Phase I and II <br />Assessments, Site Environmental Design and Permitting, Environmental Remediation, and Underground/aboveground Storage <br />consulting. Many coastal and waterfront projects require these environmental assessments and processing with DERM’s <br />Pollution and Remediation (POLREM) division, and key personnel at M&N have worked extensively with EE & G on remediation <br />projects in Miami-Dade County. In addition, HP Consultants provides drilling/sampling services to support EE & G efforts. They <br />can also install groundwater monitoring wells if needed.
