| Page 5 <br />City of Sunny Isles Beach | RFQ No. 18-02-01 | March 22, 2018 <br />Marine And Coastal Professional Engineering Consulting Services (CCNA) <br /> City of Hollywood <br /> Town of Hillsboro Beach <br /> Town of Palm Beach <br />Quality Assurance/Quality Control <br />The M&N team has also established a formal quality assurance/quality control (QA/QC) framework that will be followed to <br />promote the highest quality of work possible. The primary goal of the proposed project is to provide a planning document or <br />project design that can be executed or constructed so it will function successfully. M&N operates under the requirements of a <br />Quality Control Manual that sets the requirements for internal QA/QC. The plan requires a QA/QC plan to be prepared at the <br />outset of each project identifying the staff responsible to perform the review, the documentation to review, and the review dates. <br />It requires a portion of the project budget to be allocated to the review, and allows for an internal review audit to occur on any <br />project at any time. The QA/QC process for this project will involve the following elements: <br /> Subcontract agreements with clearly defined scope, due dates for each deliverable, fee, and contractual terms consistent <br />with the prime contract; <br /> A detailed project schedule that is jointly developed and coordinated with all team members (as well as the City; <br /> Labor hours allocated by task and by staff; <br /> Monthly, at a minimum, progress reports showing status to budget; and/or <br /> Less formal processes include meetings and frequent email and telephone communications. <br />All project managers must adhere to this requirement for every project. This process has formally been in place at M&N for <br />many years and works well to identify potential errors or faulty assumptions and methods. Our designs have been successfully <br />constructed and our work has withstood the highest level of scrutiny by “blue ribbon” panels due to this QA/QC procedure. In <br />addition, construction plans and engineering calculations are regularly packaged and sent to another one of M&N’s 30+ offices <br />for an independent QA/QC check. This independent check is fully documented and the project team is debriefed on the results <br />which further strengthens the quality control requirements of a project. In addition, this independent check also evaluates <br />constructability relative to available materials, equipment and labor. <br />Data Collection <br />The M&N team will work with the City to collect available background/technical data that is needed for planning, design, <br />permitting and other tasks. The City will provide past and current project documents and technical reports, and M&N will pull <br />data from internal reference files, other public agencies, and other available sources to minimize the time and cost of new data <br />collection. The team will also confirm the scope for collection of any missing data or additional investigations that may be critical <br />to the project design/function or evaluation of compliance with applicable environmental and other regulations. <br />For projects/task orders requiring in-water data collection, M&N will collaborate with the City and fellow team members Morgan <br />& Eklund, a surveying firm with whom we have worked with regularly who has extensive experience with beach-dune system <br />topographic and hydrographic surveys that meet the stringent regulatory requirements of the U.S. Army Corps of Engineers <br />(Corps) and FDEP. Detailed surveys of existing/pre-construction conditions are critical for design and permitting of dune <br />restoration and beach renourishment projects, as well as seawall, marina, estuarine enhancement, park and other marine <br />projects. M&N environmental personnel will work with the City and CSA Ocean Sciences for detailed mapping of existing native <br />and exotic vegetation in beach-dune, mangrove and other ecosystems that may be affected by proposed projects. M&N will <br />coordinate with CSA to provide marine biological mapping services required for beach renourishment, shoreline stabilization, <br />marina and other in-water works. Based on key personnel experience in the area, Miami-Dade DERM biological data can also <br />be utilized where appropriate to save on costs. Mapping of these resources in accordance with regulatory agency requirements <br />is essential for project design and permitting. <br />CAD base files will be generated for all mapping efforts for use in Project design by the M&N team and the City. CAD base files <br />may also, as appropriate, incorporate the latest high resolution rectified aerial photography available from the City or from Miami <br />Dade County GIS. <br />Sea Level Rise/Resiliency Planning <br />Our coastal engineers have routinely evaluated local and global sea level as part of coastal flood protection projects, and they
