<br />William Reilly is a senior coastal engineer project manager with 12 years of technical experience on civil works projects
<br />including shore protection, marsh restoration, and navigation projects. His expertise includes, coastal processes
<br />analysis, historical shoreline and volume change analysis, statistical storm return period analysis, storm damage
<br />modeling, post‐storm damage assessments and subsequent shoreline restoration, numerical modeling of coastal littoral
<br />transport and ocean wave propagation, geotechnical analysis for the development of beach nourishment borrow areas,
<br />beach nourishment and coastal structure design, preparation of construction plans and specifications, construction
<br />performance assessment for economic optimization, construction and contract management/oversight, post‐
<br />construction performance monitoring, and coastal permitting.

<br />Senior Coastal Engineer – Performed post‐construction monitoring for this 6‐mile length of coastline that was
<br />nourished in 2010‐12 (~560,000 cy) and renourished in 2014‐15 (~175,000 cubic yards). The project was recently
<br />impacted by Hurricane Matthew in October 2016. Provided design and permitting efforts for a subsequent beach
<br />nourishment project. This involved quantifying storm losses from the design fill template, coordinating with state
<br />and federal permit agencies, and developing construction plans and specifications.

<br />Senior Coastal Engineer – Implemented the County’s Beach Preservation Plan by performing design and permitting
<br />efforts for an initial beach restoration project along a 3‐mile length of coastline identified to have the greatest
<br />economic benefit. Efforts included developing a preliminary design and feasibility report, as well as developing a
<br />Joint Costal Permit (JCP) application. This effort included historical shoreline and volume change analysis,
<br />geotechnical sand search, preliminary design, storm impact modeling, and project cost estimating.

<br />Senior Coastal Engineer – Performed post‐construction monitoring for this 6‐mile length of shoreline. Mr. Reilly
<br />performed a technical review of this proposed shore stabilization project which included seven rock groins and
<br />~100,000 cubic yards of beach fill. This project addressed erosion concerns and provided additional storm
<br />protection while minimizing impacts to nearshore hardbottom. In addition, provided coastal engineering technical
<br />review, developed permit documents, and coordinated with stakeholders.
