BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) <br />APTIM has recently assisted Pinellas County with the development of a comprehensive Summary Planning Document for <br />the Pinellas County Coastal Management Program (CMP). This document defines aspects of the CMP, producing a <br />comprehensive, “Go To” document that maintains all relevant CMP information in one location. This document is <br />intended to be a “living” document, meaning it will be updated on a regular basis to reflect changes to the CMP. Specific <br />components of the Summary Planning Document are described below: <br />Section 1 presents a detailed description of the CMP from both a historical and current operations standpoint. This <br />includes a description of the CMP history, current funding mechanisms, operations, recent significant storm events, and <br />stakeholders and partners. <br />Section 2 describes in detail all of the historical and current Federal project authorizations within the CMP. It covers the <br />authorization legislation and documents, past and current federal projects, and any other aspects related to federally <br />authorized coastal project within Pinellas County. <br />Section 3 contains detailed descriptions of the CMP elements, including Anclote Key, Three Rooker Bar, Honeymoon <br />Island, Caladesi Island, Clearwater Beach Island, Sand Key, Treasure Island, Long Key, Shell Key, Bunces Key, Mullet Key, <br />Hurricane Pass, Clearwater Pass, John’s Pass, Blind Pass, North Channel (Pass‐A‐Grille Pass), South Channel (Pass‐A‐Grille <br />Pass), Bunces Pass, offshore sediment borrow areas and artificial reefs. <br />Section 4 contains a CMP needs analysis and schedule for future activities for each of the CMP program elements <br />described in Section 3. This includes funding needs for the next six years (FY2012‐2017) and long‐term planning <br />milestones through FY 2021. <br />Section 5 describes the coastal management programs of three other coastal communities to provide information to the <br />Pinellas County CMP from a comparative operational standpoint. The other programs described include Manatee <br />County, Bay County, and Collier County. <br />Section 6 outlines three possible CMP management strategies for the County with future planning recommendations. <br />Section 7 contains final recommendations for the CMP moving forward. APTIM recommended that Pinellas County <br />pursue a hybrid management strategy incorporating coordination and cooperation with Federal and State agencies with <br />the flexibility to transition to a more financially self‐reliant program aided by consultants and in house staff. <br /> <br />25.
