City of Sunny Isles Beach <br /> RFP 18-04-02 Disaster Debris Management and Disposal Services <br /> • <br /> 0 8 PROJECT UNDERSTANDING AND TECHNICAL APPROACH <br /> 8.1 Debris Management and Operations Plan <br /> The following is a general discussion of Ceres Environmental Services, Inc.'s technical approach and <br /> understanding of the scope of work. It presents a table with our mobilization times, followed by a timetable <br /> for response and recovery based on past Ceres experience and our standing disaster response plans. The <br /> overall plan for contract execution is described in detail in a section below titled "Contract Performance <br /> Phases". Finally, we present seven scenarios based on different disaster events that may impact your <br /> jurisdiction in order to illustrate our response to increasingly severe storms. <br /> Our Response to You <br /> Our record demonstrates that we stand ready to perform tasks of any size. In order to keep that record <br /> intact our preplanning is already underway for Sunny Isles Beach. As part of its response, Ceres has <br /> identified our office in Sarasota, Florida as a mobilization headquarters. Ceres' mobilization planning and <br /> localized subcontracting efforts are implemented to minimize lead times during an event and to keep <br /> subcontracting dollars local. Our approach to subcontracting is to work from the inside out. This means we <br /> are implementing pre-storm agreements with local resources first, to use them first. When the project <br /> expands or the need arises, Ceres adds other resources that are also under contract to us. <br /> Mobilization Times <br /> Ceres is expert at rapidly mobilizing its team and its equipment as well as key subcontractors to provide <br /> the City with the necessary resources as quickly as possible. Ceres recognizes that in order to minimize <br /> the financial damage to a community, cleanup activities must begin rapidly and proceed without delay. <br /> Below is a table of guaranteed response times to an event in City of Sunny Isles Beach.
