In consolidating designs, <br />we look to coordinate the needs of individual utilities while minimizing size and locations of <br />easements on private properties. Interaction with residents will be crucial. Public <br />involvement combined with a clear course of action and concise answers will be necessary <br />to gain buy-in and commitment. <br />Bid and Award <br />As design is completed, permits issued, and easements acquired, construction documents <br />and specifications will be compiled into the Bid Package. The Bid Package will include final <br />utility design and specific requirements of franchise utilities, including requirements for work <br />be performed by an approved FPL contractor. Upon receipt, bids will be evaluated with <br />recommendation for award. <br />Construction will consist of installing empty conduits, manholes, pull-boxes, and equipment <br />pads. Pulling services is viewed as a separate task by FPL and can either be incorporated <br />into the bid or left with FPL and other franchise utilities. Further discussion and coordination <br />with utilities is required to determine a preferred alternative. Once the underground system <br />is energized, conversion and removal of exiting overheads will be performed by each of the <br />utilities. As with any project, a complete bid package is essential to ensure project is done <br />within budget constraints. This is especially true for projects done through special <br />assessment. <br />Construction <br />Aside from providing periodic inspection <br />services, because of the level of interaction <br />with the community, the construction <br />representative will serve as liaison to the <br />public; readily accessible and answerable <br />to concerns. It is important to certify <br />compliance with plans and specifications, <br />especially if done as a special assessment <br />but also for permitting agencies. <br />Construction services will be more involved than with a typical infrastructure project and will <br />require closer coordination and administration of construction activities. Construction will <br />need to be monitored and coordinated so as to minimize disruption to residents. Clear and <br />consistent Public notice and a means to receive residents’ concerns will be necessary <br />throughout the construction phase. <br />Conversion <br />After underground is in place (lines pulled and equipment energized) the conversion of <br />overhead services can begin. Similar to construction, this will have its own set of unique <br />challenges and require a well-coordinated effort among the various utility providers with. <br />Because FPL tariffs tie credit for fee reductions to full conversion, conversions must take <br />D | Page 3
