Assuming private services (from transformers to customer’s <br />meter) are included within the undergrounding project, overhead meter cans need to be <br />replaced to accommodate underground feeds. In replacing meters, code may require that <br />deficient panels within individual homes be upgraded resulting in an additional expense to <br />private properties. <br />Conversion in and of itself will have logistical issues. <br />Switch over of services needs to be coordinated for <br />each of the utility providers. Conversion of multifamily <br />and commercial services are more complex than single <br />residences. Until all existing overhead utilities have <br />been removed, the existing poles must remain. <br />Because the utilities are not set-up for replacing entire <br />infrastructures, without an agreement committing <br />proper resources to conversion, the poles could remain <br />for a prolonged period of time. Careful planning is <br />required to coordinate removal of all services and poles. <br />Where lighting is mounted on existing poles, pole <br />removal will be coordinated with installation of new <br />lighting. Similarly, where in conflict with proposed lighting, removal of existing overheads <br />may be required. These items need to be understood and accounted for in the initial <br />programing of the project. <br />PROJECT SPECIFIC APPROACH <br />In addition to undergrounding, this project will <br />include minor upgrades to the existing <br />stormwater collection system. The intent will <br />be to improve the stormwater collection in <br />conjunction with the ongoing upgrades to the <br />existing stormwater pump station located in <br />the northwest corner of the neighborhood. <br />Streetlights are sparse and inadequate. New <br />decorative lights will be installed to increase <br />lighting on the streets and pedestrian ways. <br />With relocation to front yards, service to new <br />lights will be easier served. <br />Although within easements, rear yard services pose difficulties for conversion. In many <br />cases, encroachment from fences, sheds, landscape, and other improvements from the <br />individual private property owner’s needs to be dealt with. Because of the type of <br />equipment required, removal of poles after conversion can also be difficult, especially given <br />the proximity of existing water services to remain. <br />D | Page 4
