CITY OF SUNNY ISLES BEACH – CONSULTING ENGINEERING SERVICES FOR GOLDEN SHORES
UTILITY UNDERGROUNDING AND ROADWAY IMPROVEMENTS (CCNA) - RFQ NO. 18-08-01

SECTION C - COVER LETTER AND EXECUTIVE SUMMARY

September 4, 2018
Office of the City Clerk
City of Sunny Isles Beach
18070 Collins Avenue
Sunny Isles Beach, Florida 33160
RE: CONSULTING ENGINEERING SERVICES FOR GOLDEN SHORES UTILITY
UNDERGROUNDING AND ROADWAY IMPROVEMENTS
REQUEST FOR QUALIFICATIONS NO. 18-08-01
Dear Selection Committee Members:
In response to the City of Sunny Isles Beach’s request for qualifications seeking a qualified
consulting firm for services identified in the RFQ titled, “Consulting Engineering Services for
Golden Shores Utility Undergrounding and Roadway Improvements”, Craven Thompson and
Associates, Inc. (CTA) is pleased to submit this Statement of Qualifications for your
consideration.
This project requires a clear understanding of the process for undergrounding of overhead
utilities and familiarity with the nuances of neighborhood improvement projects. The project
will be done in two phases, the first being installation of conduit and equipment pads, the
second, conversion of services. Installation starts with creating a base file that clearly
identifies existing services and features of the neighborhood. It will include overhead and
surface mounted equipment, storm sewer, sanitary sewer, domestic watermains, natural
gas lines, electrical distribution lines, communication lines, cable lines, street lighting,
landscape, property lines, and easements. In addition, because properties are currently fed
from the rear yard, modified to feed from the front, the siting of transformers will need to
consider the routing of individual services across private properties back to existing meters.
Once collected, the information will be used to interface with the various utility providers.
Designs and criteria will be solicited from each utility. Once provided, the designs from each
individual utility will be overlaid and coordinated into a single conduit and equipment plan
meeting the needs of all utilities.
Along with the underground conversion, we will address street lighting, stormwater
improvements, and restoration of landscape and improvements impacted by
undergrounding efforts, both within public right-of-way and on private properties. Existing
rear yard water services and front yard sanitary laterals will be considered in proposed
design but will remain as currently located.
Services provided include: program planning and management; liaison services with
neighborhood residences, elected officials, and staff; easement preparation; coordination of
electrical, CATV, and telecommunications designs by others; bid document preparation; the
evaluation of the contractor; construction administration services; review of project as-builts
and certification; supplemental engineering services; surveying; lighting: landscape: and
C | Page 1
