In addition to his 30 years of
general experience (25 in South Florida) he has specific knowledge and experience with
the undergrounding efforts throughout the City of Sunny Isles Beach. In addition to
orchestrating the ongoing undergrounding efforts along Collins Avenue, he has been
instrumental in coordinating undergrounding efforts for four separate single-family home
communities in Fort Lauderdale, and commercial applications for the Seminole Tribe of
Florida. Motivated by a good challenge, Mr. Hall is very comfortable with running large-scale
projects and is well acquainted with the specific requirements and nuances of
undergrounding projects.
CTA has designed over six thousand (6,000) acres of neighborhood revitalization projects,
primarily for utility relocation and stormwater improvements, but including related aspects
such as roadway design, right-of-way restoration, traffic calming, linear parks and
monuments, driveway harmonization, swale regrading sidewalk installation, ADA
improvements, and landscaping, irrigation, and hardscape. We have taken these projects
from the planning stages, through design, permitting and bidding, through construction
management and certification.
We have extensive experience, knowledge and insight into the public
outreach/community relations aspects of these types of projects as we provided these
services on all of our neighborhood revitalization projects.
CTA is currently under contract for a number of projects with multiple clients. In 2017, CTA
was at a company-wide utilization rate of 66%. The business plan target composite
utilization rate for the company was 75%. The targeted rate accounts for holiday, vacation,
marketing, administration, illness, and other non-billable time. CTA employs a very small yet
efficient number of administration personnel which contributes significantly to reducing our
costs. Our projected workload will ramp-up slightly above the current level for the next six to
twelve months but we anticipate a company-wide utilization of approximately 70% to
continue beyond that as work shifts between survey, design, and construction phase
services. Based on our current and projected workload, the City of Sunny Isles Beach can be
C | Page 2
