"A"
West Palm Beach, FL 33401
RE:Town-Wide Undergrounding of Utilities Program: Master Plan Finalization
Dear Patricia,
The Kimley-Horn and Associates, Inc. team (Kimley-Horn) is pleased to submit this proposal to the
Town of Palm Beach (“TOWN”) for providing engineering services related to the master planning phase
of the Town-wide Undergrounding of Utilities Program. Our project understanding, scope of services,
schedule, and fee follow.
Project Understanding
The Town previously authorized Kimley-Horn to prepare a master plan for the first half of the Town-
wide Undergrounding program. At the August 2016 Underground Utilities Task Force (UUTF) meeting,
it was recommended by the UUTF that Kimley-Horn prepare the total master plan instead of only the
first half of the program.
There are inherent efficiencies in completing the master plan document at one time. Many of the
activities and elements to be contained in the first half of the master plan need only be expanded to
contain information related to the phases that make up the second half of the program. For this reason,
we anticipate additional effort to complete the second half of the master plan in the following areas only:
· Conceptual Plans for Significant FP&L, AT&T, and Comcast Infrastructure
· Engineer’s Conceptual Opinion of Probable Construction Cost
· Master Schedule and Sequencing Plan
· Assessment of Traffic Impacts
· Project Delivery Method Recommendations
All services described in the Scope of Services below are exclusively for the completion of the second
half of the master planning process. Based on this understanding, our detailed scope of services is
provided below.
Scope of Services
Conceptual Plans for Significant FP&L, AT&T, and Comcast Infrastructure
Kimley-Horn will develop an overall conceptual plan of the significant infrastructure for ATT, FPL, and
Comcast in GIS format. The GIS Maps will contain information as described in Task 1.2.2 of our original
authorization.
