Page 2 <br />Engineer’s Conceptual Opinion of Probable Construction Cost <br />Kimley-Horn will develop a conceptual opinion of probable construction cost for the second half of the <br />program, broken down by phase. Costs will be provided in net present value. An overall opinion of <br />probable cost for the program based on the sum of the individual phase opinions of cost will be <br />developed as a part of this task. <br />Master Schedule Development <br />Kimley-Horn will develop a master schedule for the overall project and a recommended year-by-year <br />sequence of construction for each phase. The sequencing will consider the proposed timing of outside <br />projects, potential cost implications, traffic impacts, desired undergrounding project duration, and <br />financial pacing of the overall undergrounding program. The master schedule and year-by-year <br />construction sequencing of each phase will be incorporated onto a GIS map for a graphical <br />representation of the program schedule. <br />Assessment of Traffic Impacts <br />Based on the proposed project phases and known right-of-way projects (by the Town and others), <br />Kimley-Horn will assess the traffic impacts from construction for each phase of the project. A conceptual <br />Maintenance of Traffic (MOT) Strategy for each phase of the construction will be developed and <br />incorporated into the master plan. The MOT strategies will follow standard MOT guidelines, be <br />schematic in nature, and will be displayed on a GIS map. <br />Project Delivery Methods <br />Kimley-Horn will develop recommendations for Town consideration regarding project delivery methods <br />and contractor procurement that consider factors such as phase complexity, cost, construction duration, <br />private property impacts, and traffic impacts to determine if any of the various project delivery methods <br />lend themselves well to the various phases of the program. Kimley-Horn will review each phase of the <br />project to determine which delivery methods, or combinations thereof, may be appropriate for that <br />phase of construction. <br />Additional Services <br />Any services not specifically provided for in the above scope, as well as any changes in the scope <br />requested by the Town, will be considered additional services and will be performed based on proposals <br />approved prior to performance of the additional services. <br />Information and Services Provided By the Town <br />Kimley-Horn assumes that all information provided by the Town can be relied upon in the performance <br />of professional services. <br />Schedule <br />Kimley-Horn will perform the scope of services above as expeditiously as practical to meet a mutually <br />agreed upon schedule. It is anticipated that the draft master plan can be presented at the January <br />2017 UUTF meeting with the adoption of the master plan at the February 2017 Town Council <br />meeting.
