<br />Moffat and Nichols have completed feasibility and planning studies,
<br />cost estimates, preliminary and final designs plus construction
<br />support for several thousand ports and waterfront projects around
<br />the globe. Tim Blankenship, PE and Christy Brush specializes in
<br />environmental permitting of coastal, waterfront and infrastructure
<br />projects through the myriad of agencies with jurisdiction in Miami-
<br />Dade County. Tim has over 20 years of experience designing and
<br />permitting complex projects through stringent constraints of the
<br />Biscayne Bay Aquatic Preserve. These projects include stormwater
<br />outfall retrofit including large pump station and outfall design,
<br />stormwater management, public parks, streetscape, and shoreline
<br />stabilization.
<br />CTS Engineering Designing and implementing a new facility such as
<br />the future Golden Shores Pump Station, will likely require a review
<br />of traffic accessibility for equipment maintenance and operators
<br />for the new facility and equipment. The pump station appears to
<br />be currently located under the FDOT Right of Way, clearances and
<br />turning radii will need to be evaluated for entrance and accessibility

<br />ongitude Surveyors Eduardo (Eddie) Suarez, PSM, has been in the
<br />Land Surveying profession in South Florida for the past 30 years
<br />and has direct experience working for Sunny Isles Beach. Eddie has
<br />extensive experience in the preparation of a wide variety of projects
<br />and surveys with a diverse array of clients for both, the public and
<br />private sector. He has served as Principal-in-Charge for hundreds of
<br />Boundary and Topographic Surveys.
<br />Langan Engineering Is a geotechnical firm with a local office in Miami
<br />Lakes and has been conducting projects across Florida since 1974,
<br />including the PortMiami Tunnel Langan has worked with Ric-Man
<br />Construction in the Brickell Sewer Interceptor Project. On that project,
<br />Lead Geotechnical Engineer Rafael Pina, PE, conducted subsurface
<br />investigations and geotechnical engineering evaluations required
<br />for the design of the vertical shafts, man-hole structures and sewer
<br />pipelines. Rafael also provided the geotechnical parameters required
<br />for developing the methods for micro-tunneling and excavation.
<br />Tobon Engineering has extensive experience in Utility Resiliency as
<br />well as rehabilitation and reconstruction of surficial, Floridan Aquifer
<br />and deep wells. Tobon Engineering brings a wealth of experience
<br />in the construction, testing, permitting and coordinated of injection
<br />wells. As the former Director of Engineering for Palm Beach County
<br />Utilities, Mr. Tobon resolved significant challenges as it relates to
<br />design construction, and operations. Palm Beach County Lake Region
<br />Water Treatment Plant needed additional wells constructed by a
<br />new approach following significant and rapid increases in salinity
<br />in existing upper Floridan aquifer wells. Due to limited funding for
<br />new wells, this project needed testing without incurring the added
<br />expense of specialized deep well testing by the well contractor.
<br />The well design approach included collecting critical data during
<br />construction of the well without slowing down the drilling contractor.
<br />This greatly reduced well construction costs. This approach allowed
<br />water quality and flow characteristics of the aquifer to be identified
<br />and quantified prior to installing the final casing. The result was a well
<br />completed in the most optimal interval for long term water quality
<br />sustainability while maximizing performance.

<br />outreach for more than 200 transportation projects in Planning,
<br />PD&E, Design and Construction.
<br />Project Manager and Key Team Members
<br />The CES Team will be led by Our Project Principal Fernando A.
<br />Vazquez, PE. Throughout his 30-year career, Fernando oversaw
<br />over $3 Billion in engineering and construction projects worldwide.
<br />As the City Engineer and Director of Capital Improvements for the
<br />City of Miami Beach, Fernando was directly responsible for the
<br />planning, funding, engineer, implementation and certification of over
<br />$1.0 Billion of infrastructure improvements with a great majority of
<br />projects focused in Stormwater and Flood Control. Fernando led the
<br />design and construction and regulatory implementation of numerous
<br />large stormwater pump stations that served neighborhoods such
<br />Bayshore, Sunset Islands, Star Island, Biscayne Point, Normandy Isles,
<br />Flamingo and South Beach. As City Engineer, Mr. Vazquez revamped
<br />the City’s Technical Standards which also included innovative
<br />treatment and disposal methodologies to maximize water quality
<br />while minimizing impacts to the systems conveyance capacity. Mr.
<br />Vazquez also spearheaded the first Citywide Stormwater Master Plan
<br />in Miami Beach to take into consideration impacts associated to Sea
<br />Level Rise. The same master plan was utilized by the Miami Dade
<br />County Sea Level Rise Committee for follow up recommendations
<br />to the South Florida Regional Compact which alongside established
<br />future benchmarks for SLR. Mr. Vazquez serves also as the
<br />Engineering Project Principal for the full reconstruction of West
<br />Avenue in Miami Beach. West Ave is one of the lowest points in
<br />the City of Miami Beach and it is also an area that is subject to new
<br />development and increased economic development. CES is currently
<br />designing a 90,000 gpm stormwater Pump Station as part of this
<br />mega-project.
<br />Our Project Manager Jose Caraballo, PE is highly experienced water
<br />and wastewater engineer, licensed in the State of Florida, who has
<br />managed the design of multiple large municipal pump stations
<br />including several wastewater booster stations. Jose will serve as
<br />Engineer-of-Record for Golden Shores Pump Station, He brings over
<br />15 years of design and construction experience in water infrastructure.
<br />Mr. Caraballo is intimately knowledgeable of national, regional and
<br />local design standards for pump stations. Jose has also proven
<br />experience in other aspects of the civil, structural and mechanical
<br />design for our WASD pump stations. Mr. Caraballo’s knowledge of
<br />pump station design, his familiarity with standards, his experience
<br />with regulatory agencies, and construction experience makes him an
<br />effective design leader. Mr. Caraballo has also developed a system
<br />analysis that allows for effective, efficient, and accurate analysis and
<br />assessment of pump station in order to streamline the analysis and
<br />design of a Pump Station System. This system has been vetted with
