17CES Consultants ● City of Sunny Isles Beach RFQ No. 18-11-01
the respective permitting agencies which has benefit their approval
process significantly.
Our Stormwater Lead Engineer Luis Cruz Miranda, PE has over 22
years of hands on design experience in hydraulic and hydrological
integrated analysis, design, construction, supervision and project
management. Luis is responsible for managing the design and
hydraulics of both influent and effluent flows of the Pump Station.
Luis and his team will assess the contributing hydrology, the
conveyance of the current system, as well as the Pump Station
hydraulic discharges. As our Lead Stormwater Engineer for the West
Avenue Project in Miami Beach, Luis has conducted complete storm
drainage modelling, pipeline and large 90,000 GPM Pump Station
in an area affected by repeated flooding’s attributed to increase
high tidal activity next to Biscayne Bay. Luis also has expertise at
designing large stormwater pumps and detention/retention facilities
as well as gravity systems in constricted underground environments.
Luis’s diverse experience in stormwater management includes also
transportation drainage; bridge and culvert hydraulic analysis; master
stormwater management plans; stormwater quality treatment; design
of canals, open channels, storm sewers, sediment control design;
floodplain studies, modeling and design for both private and public
sector.
Our Lead Structural Engineer Jose Compress, P.E will be responsible
for the design of all required structural elements of the Pump Station
as well as any other related structure required for the conveyance
and disposal. Jose has close to 20 years of experience in engineering
including project management, structural engineering, and project
construction design and engineering processes with demonstrated
experience in engineering design, project development, and
construction management. He has been involved in all aspects of
construction projects from conceptual design to project closeout, and
his experience includes performing structural design; reviewing codes
and specs compliance; providing threshold inspections for qualifying
contractors; working on bid and award phases; monitoring quality
of work performed during construction; processing and responding
to RFIs and change orders; tracking and monitoring quantities of
materials; tracking and maintaining schedules; and coordinating with
subcontractors and stakeholders for the construction process. As a
PE, he has also worked closely in developing biddable plans for both
horizontal and vertical projects.
Our Lead Electrical Engineer Simon Sainsbury, PE has over 20 years
direct hands on experience in the design, assembly, integration,
testing, troubleshooting and commissioning of PLC-based
instrumentation and control systems. Proven Field Hardened PLC-
based Controls Experience across diverse industrial applications from
Automotive Conveyors, Synthetic Fiber Machinery, Water/Wastewater
Plants and Pumping Stations, to Remotely Operated Vehicles and
Autonomous Deployable Instruments. He has experience with multi
door 240VAC, 480VAC, & Canadian control panel projects to $100M
and knowledge of PLC-based controls, HMI, SCADA software and
programming including PID loop control and tuning.
Our Lead Mechanical Engineer Arjeen Bootsma, PE has more
than 25 years of experience in mechanical/civil engineering,
design, consulting, modeling and environmental contamination
assessment. This experience includes large diameter pipeline
planning, design, and construction, permitting, and pump
station design, for water and wastewater infrastructure. He has
participated in several projects for the Miami-Dade Water and
Sewer Department (WASD) as well as for municipalities in the
U.S. and Europe.
Our Lead Civil/Site Engineer MarQuellus Bennett, MBA, P.E.
will be responsible for addressing site design issues as well
as any impacts to the adjacent FDOT ROW’s. MarQuellus has
8 years of engineering experience practice in Transportation
and Stormwater Design. Prior to joining CTS Engineering,
Inc., MarQuellus five (5) years of his career with the Florida
Department of Transportation (FDOT) where he developed
a comprehensive practical understanding of Planning and
Environmental Management, Surveying and Mapping, Roadway
Design, Drainage, Structures, Maintenance, Construction,
Traffic Operations, Central Office, and the District and State
Materials Lab. After completing the rotation portion of the
Trainee Program, he split a 6-month specialization between
Construction and the Drainage Department involved with
Progress Meetings, Hydraulic Analysis, and Storm Sewer
System Design.
