Extensive experience in <br />improving efficiency of systems and procedures to ensure that <br />project completion dates are achieved ahead of schedule and within <br />budget. Established, managed and led effective project teams to <br />accomplish project goals and professional interaction with State / <br />Local Governmental Agencies. <br />In addition to the disciplines requested in the proposal, we are <br />including the following additional professionals as part of our <br />comprehensive approach <br />Our Public Information Lead Monica Diaz Principal of Infinite Source <br />Communications, From past experience, we have learned that <br />flood management projects, at times require the presence of an <br />experienced communicator that, upon the City’s <br />request, can harness stakeholders and manage <br />the public involvement and public relations, <br />print journalism and integrated marketing <br />communications upon request. Ms. Diaz will be <br />on standby should the City deem it appropriate <br />to communicate as per the City’s directives the <br />project development to respective stakeholder. <br />In her 11 years of experience, Monica has <br />managed the communications more than 50 <br />infrastructure projects throughout Miami Dade <br />County. Ms. Diaz works with agencies such <br />as the Florida Department of Transportation <br />(FDOT), the City of Miami Beach, and Broward <br />County Public School District. She can manage <br />high profile public involvement/public <br />relations projects, building public consensus, <br />communicating with key stakeholders and <br />media, and executing marketing and design eff <br />orts for multiple clients. She also can handle <br />numerous tasks quickly and successfully, <br />ensuring goals are being attained and most <br />importantly, that the quality assurance/quality <br />control of the overall directed work is managed <br />successfully. Through her years of experience in <br />various transportation and community outreach <br />projects. <br />Our Resiliency Lead Maurice Tobon PE. <br />President of Tobon Engineering has extensive <br />experience in managing the implementation <br />of resilient water management projects. As the <br />Director of Engineering for Palm Beach County <br />Water Utilities, Mr. Tobon was responsible <br />for the analysis, design, permitting and <br />construction, testing and operation of multiple <br />resilient utility systems throughout Palm Beach <br />County, Mr. Tobon is also thoroughly experienced in the design and <br />regulatory oversight of injection wells. When the Palm Beach County <br />Lake Region Water Treatment Plant needed additional wells, Maurice <br />formulated and oversaw a new approach to construction following <br />significant and rapid increases in salinity in existing upper Floridan <br />aquifer wells. Due to limited funding for new wells, this project <br />needed testing without incurring the added expense of specialized <br />deep well testing by the well contractor. The well design approach <br />included collecting critical data during construction of the well <br />without slowing down the drilling contractor. This greatly reduced <br />well construction costs. This approach allowed water quality and flow <br />characteristics of the aquifer to be identified and quantified prior <br />to installing the final casing. The result was a well completed in the <br />most optimal interval for long term water quality sustainability while <br />maximizing performance.
