4CES Consultants ● City of Sunny Isles Beach RFQ No. 18-11-01 <br />Executive Summary <br />The Golden Shores neighborhood at the north end of the City of Sunny Isles Beach is a single-family neighborhood that has experienced <br />repeated flooding events resulting from seasonal tides, storm events or both. The neighborhood most recently experienced flooding due to <br />Hurricane Irma, as well as from seasonal rainfall months following the hurricane. The City has been looking at a complete rehabilitation of its <br />pumping efficiency to significantly improve the evacuation of water during these existing flood conditions and as such maintain the level of <br />service for its residents. <br />This project requires a local engineering team that can face head-on the challenges associated to a project of this caliber. A group of <br />experienced local professionals that have worked collaboratively in previous coastal utility projects and that can forge their unique talents to <br />deliver this project in a way that exceeds the City Sunny Isles Beach’s’ expectations. A team that brings to the table a unique combination of <br />technical and historical knowledge in the rehabilitation of pump stations, by having conducted analysis and condition assessments as well as <br />performance evaluations in the planning, permitting, design, risk management, and construction administration of sustainable infrastructure <br />projects. A Team of outstanding professionals that understands how to execute critical timelines of design and construction in the backdrop of <br />a significant public and economic setting where residents and business owners have a passionate commitment to a more beautiful and livable <br />Sunny Isles community. An Engineering Team with a demonstrated track record of delivering high caliber hydraulic engineering projects in <br />highly complex, highly frequented urban environments with multiple stakeholders such as Sunny Isles Beach. This is the CES Team. <br />Selecting the CES Team will provide Sunny Isles Beach with these key benefits - all of which are critical success factors: <br /> »Extensive Similar Experience in Pump Station Design in South Florida since the early 1990’s <br /> »Extensive Project Management for large conveyance and pumping projects, all of which will assure the City that the Golden Shore Pump <br />Station is efficiently designed to meet the everyday needs as well as the peak flows and future SLR impacts such as storm surges and <br />recurrent flooding. <br /> »A focus on long term and daily operations of the pump station that will be driven by our team’s gathered knowledge of your system <br />and the Engineering and O&M staff that will review every design. <br /> »Built in coordination with ongoing infrastructure programs and in consideration of future growth and resiliency initiatives. <br /> »Similar work completed on a greater number of projects than required <br /> »Work within congested urban conditions and roadways <br /> »Complex project permitting with multiple regulatory and planning agencies including but not limited to DERM, SFWMD, DEP, ACOE, <br />FDOT, Miami Dade County, Building Department, Fire Marshall to name a few. <br /> »Proven Public Participation program execution <br /> »Maintenance of traffic planning in similar urban conditions <br />In our Proposal, we provide detailed information demonstrating the depth and breadth of our project team. Resumes are included for all our <br />key staff and they will provide you confidence in the capability of our individual team members. <br />Our Table of Organization demonstrates how we will organize the team as well as sub teams in order to provide the full gamut of professional <br />support to conduct a full breath analysis and condition assessment and meet every committed deadline. The support resources and quality <br />control functions are organized to make sure our designs meet quality standards of care and your specific design direction. We have provided <br />many examples of directly related experience, demonstrating the strength of the CES Team, and our preparedness to perform design work for <br />the City of Sunny Isles. <br />Beyond the qualifications of a superior team, we offer the City of Sunny Isles the commitment of an energized and fully dedicated team that <br />has the ample resources and is already thinking about how we can serve you and how we can accelerate progress for your benefit. You will see that we are prepared to dedicate 100% of our staff and all the necessary resources to meet the required timelines. <br />We have also identified all the key issues and how we will address them. By providing a management team supported by highly experienced <br />design/permitting teams and giving that team a framework established by our knowledge of your ongoing programs, we have already taken <br />the key steps towards success. <br />Our team believes in getting to a quick start. As such, we are prepared to hit the ground running by conducting an initial benchmark analysis <br />and design memorandum to begin developing a baseline report. In this initial document, we will have analyzed the system needs and <br />developed a preliminary concept for the pumping system design to meet those needs. This initial deliverable will be preliminary in nature and <br />will require interaction with your planning/engineering/operations staff to confirm all the conditions of operation. Based on our preliminary <br />analysis, we will begin developing our initial concept for the pumping station design. The idea of this preliminary study is to provide enough <br />information to support an initial meeting with your staff that would accelerate our progress on this task by at least a month.
