A Proclamation to be Presented Designating 2013) as "The 500Th Anniversan, of the <br />European Discovery of Florida" in the City of Sunny Isles Beach. Florida. <br />Action: Mayor Edelcup reported, and the City Clerk will mail the Proclamation to <br />representatives for Florida's Viva Florida 500! Celebration. <br />5B. A Proclamation to be Presented Designating March 2013, and every March thereafter, as <br />"Bike305 Month" in the Citv of Sunny Isles Beach, Florida. <br />Action: Mayor Edelcup reported. and Cultural and Community Services Director Susan <br />Simpson will get the Proclamation to the Miami -Dade County Park, Recreation and Open <br />Spaces Department. <br />5C. A Certificate of Appreciation to be Presented to "Acqualina Resort and Spa" upon <br />Receiving Five (5) Stars, and to "Trump International Beach Resort" upon Receiving <br />Four (4) Stars from the Forbes Travel Guide's Annual Star Awards. <br />Action: Mayor Edelcup reported noting that Acqualina Resort and Spa is one of two hotels <br />to receive this highest award of five stars in all of South Florida. the other hotel being The <br />Mandarin Oriental in Miami. The Trump International Beach Resort is one of ten hotels to <br />receive four stars in all of South Florida. Our little City of one square mile is favorably <br />recognized by the hotel community as one of the top spots to come and visit. The Mayor and <br />City Commission presented trophies and Certificates of Appreciation to Jules Trump of <br />Acqualina Resort and Spa, and to Gil Dezer of Trump International Beach Resort. Mr. <br />Trump and Mr. Dezer thanked the Mayor and City Commission and the City Administration <br />for the excellent way they run this City. A video on the "Mansions at Acqualina — <br />Penthouse" was shown. <br />5D. Presentation by Chairperson Lewis J. Thaler on the Final Report of the Charter Revision <br />Commission. <br />Action: Chairperson Lewis J. Thaler reported on behalf of the Charter Revision Commission <br />members Jorge Camaraza, Erica Chao. John Rusnak, and Jack Cohen. He went through a <br />summary of the following recommendations: 1) require the consent of the City Commission <br />to hire or fire the Police Chief: 2) require candidates for office to provide specific proof of <br />residency: 3) permit the Charter Revision Commission (CRC) to select its own chairperson: <br />4) extend the time frame for the CRC to submit recommendations to the Commission from <br />90 days to 120 days; 5) delete the requirement that the City use Miami -Dade Fire Rescue: <br />and 6) permit the City Attorney and City Clerk to correct scrivener's errors in the Charter. <br />He thanked the City Commission for their support, his fellow CRC members for their <br />service. City Attorney Hans Ottinot for his counsel. and City Clerk Jane Hines for her <br />assistance during the process of reviewing the Charter. Mayor Edelcup presented them each <br />with a Certificate of Appreciation for their valuable service to the City. <br />Mayor Edelcup asked the City Attorney to go into a detailed description of these <br />amendments. City Attorney Ottinot noted that Item 7B is the proposed Charter Amendments <br />Ordinance. The first amendment relates to requiring the City Manager to obtain consent of <br />2 <br />
