<br />RESOLUTION NO. 2026 - 4
<br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
<br />FLORIDA, APPROVING AN AGREEMENT WITH AXON ENTERPRISE, INC., FOR
<br />THE PURCHASE, DEPLOYMENT, TRAINING, SOFTWARE, LICENSING,
<br />MAINTENANCE, AND SUPPORT OF A DRONE AS FIRST RESPONDER (DFR) TWO
<br />FIXED -WING DRONE SYSTEM UTILIZING THE SKYDIO F10 PLATFORM, IN AN
<br />AMOUNT NOT TO EXCEED ONE MILLION EIGHT HUNDRED FORTY-FOUR
<br />THOUSAND TWO HUNDRED TWELVE DOLLARS AND FOUR CENTS
<br />($1,844,212.04), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY
<br />MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
<br />PROVIDING FOR AN EFFECTIVE DATE.
<br />WHEREAS, the safety of residents, visitors, businesses, and public safety personnel of
<br />the City of Sunny Isles Beach (the "City") is of paramount importance; and
<br />WHEREAS, the City's Police Department desires to enhance its emergency response
<br />capabilities through the implementation of a Drone as First Responder Two Fixed -Wing Drone
<br />System utilizing the Skydio F10 platform ("DFRS"); and
<br />WHEREAS, the proposed DFRS will provide the Police Department with advanced aerial
<br />response capabilities designed to improve situational awareness, enhance officer and public
<br />safety, and support more efficient emergency response operations throughout the City; and
<br />WHEREAS, Axon Enterprise, Inc. (the "Vendor") has provided the City with an
<br />agreement for the purchase, deployment, training, software, licensing, maintenance, support,
<br />implementation services, operational support, and related components necessary to establish
<br />and maintain the City's DFR program for a 60-month term; and
<br />WHEREAS, the DFRS integrates with Vendor's DFRS ecosystem to provide real-time
<br />video, remote operations capabilities, and incident management workflows; and
<br />WHEREAS, after performing a good faith review of available sources, City staff has
<br />determined that the Vendor is the sole source provider for the proposed DFRS solution; and
<br />WHEREAS, Section 62-13(F) of the City's Code of Ordinances provides that supplies,
<br />equipment or services available from a sole source only may be exempted from the bidding
<br />requirements of Chapter 62; and
<br />WHEREAS, the City Commission finds that it is in the best interest of the City to approve
<br />an Agreement with the Vendor for the DFRS, in an amount not to exceed One Million Eight
<br />Hundred Forty -Four Thousand Two Hundred Twelve Dollars and Four Cents ($1,844,212.04),
<br />which includes a contingency in the amount of One Hundred Sixty -Seven Thousand Six Hundred
<br />Fifty -Five Dollars and Sixty -Four Cents ($167,655.64), attached hereto as Exhibit "A".
<br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
<br />ISLES BEACH, FLORIDA, AS FOLLOWS:
