PEDESTRIAN VOLUME ANALYSIS <br />The intersection of State Road A1A/Collins Ave at 174th Street is controlled by a traffic signal with <br />pedestrian features and has dedicated crosswalks. As mentioned, a signalized pedestrian crossing <br />exists just north of NE 175th Terrace. South of 174th Street, the next opportunity to cross State <br />Road A1A/Collins Avenue is at the signalized intersection at 172nd Street. The City has installed <br />hedges and fencing in the median of Collins Avenue to discourage jay walking. <br /> <br />When considering installing pedestrian crossing protection based on pedestrian volumes, one <br />source for guidance is Section 3.8.5 (3b) of the FDOT Traffic Engineering Manual (TEM), which <br />recommends mid‐block signalized protection for pedestrians when total volumes crossing the <br />street are: <br /> 20 or more pedestrians during a single hour (any four consecutive 15 minute periods) <br />of an average day; <br /> 18 or more pedestrians during each of any two hours of an average day; <br /> 15 or more pedestrians during each of any three hours of an average day. <br /> <br />Tables 1 and 2 depict the ADT volumes on State Road A1A/Collins Avenue and the pedestrian <br />crossing volumes both at the intersection during the hours that vehicle movements were <br />counted, and for each of the eight hours at the crosswalk at NE 175th Terrace. Possibly because <br />the City has been proactive in discouraging jaywalking through the installation of fencing and <br />hedges in the median, there were virtually no pedestrian crossings observed in the southern <br />image zone. <br /> <br />All of the pedestrian crossing volumes, either weekday or weekend, exceed the thresholds <br />contained in the TEM, confirming the need for signalized protection. <br /> <br />The pedestrian crossing volumes north and south of the intersection at 174th are in Appendix D. <br />the pedestrian counts taken at the intersection are in Appendix A.
