107 <br /> <br /> Pump Station Improvement Program (PSIP) <br />Miami-Dade Water and Sewer Department <br />Under the terms of a consent decree, Miami-Dade County is in the process of rehabilitating its <br />wastewater treatment plants and its sewer collection and transmission system. The Pump <br />Station Improvement Program consists of managing the upgrades to Miami-Dade Water and <br />Sewer Department’s Wastewater Collection and Transmission System (WCTS) that includes <br />sanitary sewer collection systems, pump stations, and force mains. As per USEPA standards, <br />all the pump stations will be certified as capable of meeting a nominal average pump operating <br />time of less than 10 hours per day. MDWASD has identified more than 118 sewage pump <br />stations that do not comply with the NAPOT criteria and/or are in need to be upgraded. The <br />cost of the proposed pump station basin improvements and rehabilitations is approximately <br />$215 Million Dollars. There is a total of 153 projects which there are 118 pump stations and 35 <br />force mains. In addition, our team saved the client $37 Million Dollars out of $215 Million Dollars <br />through value engineering. <br />Services Performed <br />As the largest contract awarded to a woman-owned company by Miami-Dade County, Nova <br />Consulting is currently providing the project and construction management for projects being <br />established through the Pump Station Improvement Program. Under the Program, Nova <br />provides the following services: Program Management; Construction Management; Program <br />Controls Management System (PCMS); scheduling, cost estimating; infiltration and inflow (I/I) <br />reduction management; design management; value engineering; permitting; health and safety <br />coordination; municipality/agency coordination; procurement assistance; and public outreach. <br />Project Achievements / Awards <br />• ASCE Miami-Dade Branch “Project of the Year” Award <br />• Ahead of Schedule with 153 projects without incurring an increase to program costs <br />• 73 million in construction has been awarded to date <br />• 80% of PSIP members are Small Business Enterprise firms and 100% local <br />• All established EPA deadlines have been met on or prior to deadlines, thus avoiding fees <br />Capital Projects Planning/ Conceptual Design <br />As part of preliminary engineering services provided to MDWASD, Nova Consulting reviews <br />Remedial Action Plans (RAPs) for each of the 118 Basins that are out of compliance and prepares <br />a reliminary Engineering Report (PER), whicj includes a preliminary cost estimate schedule showing <br />the projected Design, Permitting, Procurement, Construction, and Certification phases of the <br />project. <br />Collections Systems Engineering <br />Nova gathered and amalyzed historical data (up to the last 5 <br />years) to identify current status and operational conditions of <br />each pump station. Data included existing Topographic <br />Surveys, As-Builts, Pump Curves, SCADA Information, SSES <br />previously performed, Gravity Repairs previously performed, <br />Average Daily Run Times (ETs), Force Main installation <br />previously performed, and Wet Well Span Verification. In <br />addition, Field Visit were performed to identify current conditions of the pump station, its structures, <br />and its electrical components. <br />Survey, SUE and Easement Services <br />As part of the analysis and further development of the Remedial Action Plan (RAPs) for each pump <br />station, The PSIP worked with MDWASD to validate the existing pump station property information. <br />In addition, the PSIP coordinated the recording of additional/abandonment of easements, or <br />additional property to be gained by MDWASD.
