<br />Geotechnical
<br />The PSIP also managed the Geotechnical Work Orders issued to each project. These services included: development of a Class 1 cost estimate
<br />for geotechnical services required, review and acceptance of proposals provided by the geotechnical labs, scheduling of geotechnical services
<br />required, review of geotechnical invoices, review of geotechnical lab results, and the formal closeout of each geotechnical work order issued.
<br />CMOM and I&I Management
<br />Nova developed and managed four (4) Master I/I Contracts. Each contract was county-wide, with individual work orders issued to the awarded
<br />contractor specifying the points of I/I repairs. Each contract was specific to one of the following I/I scope-of-work: Sanitary Sewer Evaluation
<br />Survey (SSES), Dig and Replace, Manhole Repairs, Cast-in-Place Pipes.
<br />Construction and Commissioning Support Services
<br />The PSIP monitored and documented on-going construction work via daily inspection reports with
<br />hourly description and photographs of work being performed. In addition, the PSIP reviewed and
<br />recommended action for all Change Orders and allowance account charges submitted by the
<br />Contractors. The PSIP also reviewed all Contractors’ payment request, request-for-information (RFIs),
<br />shop drawings, schedules (baseline and progress), and claims. Finally, the PSIP coordinated and
<br />oversaw all Pump Station Commissioning and Start-ups.
<br />Leak Studies and CCTV
<br />A Sanitary Sewer Evaluation Survey (SSES) contract was established by the PSIP. PSIP responsibilities included review of SSES videos and
<br />formulation of cost effective repair recommendations. In addition, daily field logs were maintained to document inspections and weekly/monthly
<br />SSES reports were prepared for submittal to MDWASD.
<br />Regulatory and Intergovernmental
<br />As part of the Design Management services, the PSIP closely coordinated with Regulatory and Intergovernmental agencies during all project
<br />phases. Monthly meetings with various agencies were held to facilitate the permitting compliance and review process. During the Construction
<br />phase, the PSIP assisted awarded Contractors’ with pulling their permits, calling for inspection, and closing their permits during the closeout
<br />process.
<br />Project Controls
<br />The PSIP was responsible for all Cost Control, Estimating, and Scheduling in connection with the projects. These duties included: preparation
<br />of budget forecast, preparation of monthly cash flow monitoring reports, preparation of various monthly reports, tracking of projects’ progress,
<br />tracking of change orders, and budget oversight of all program elements and resources including; project management cost, land acquisition
<br />cost, design cost, permitting cost, and construction cost. The Project Control Team was also responsible for Document Control, essential for
<br />the management of documents and information being provided to the PSIP. The PSIP was responsible for the management of the Program’s
<br />Database Control System and established its own proprietary Document Management System. The PSIP reviewed, tracked, dated, stamped,
<br />filed, and distributed all incoming and outgoing documents.
<br />Health and Safety
<br />The PSIP would reviewed the following documents prior to the start of construction: (1) Contractor’s Health and Safety Plan, (2) Contractor’s
<br />Hurricane Plan, (3) Contractor’s Diving Plan (if applicable). Each plan was reviewed for compliance with Local, State, and Federal OSHA
<br />requirements. In addition, on-site field inspectors ensured that proper Personal Protection Equipment (PPE) was always being used by field
<br />staff. If a dive plan was necessary, our Diving Specialist would provide supervision on-site to ensure the approved diving plan was followed.
<br />Data Analytics and Visualization
<br />The PSIP was responsible for developing a Program Controls Management System (PCMS), which consisted of an interactive customized web
<br />application that served as a centralized source of information for the PSIP projects. PCMS interfaces with Primavera P6 to provide real-time
<br />financial, schedule, resource, progress, and performance information at multiple levels (Program, Project, Project Phase, and Activity). PCMS
<br />interfaces with the client’s SharePoint server for access to the PSIP program’s files (documents, photos, videos, etc.) and maintains a log of
<br />incoming and outgoing correspondence with links to electronic documents. PCMS features multiple graphical dashboards and reports with real-
<br />time and historical data that allows different users - program managers, project managers, and technical support personnel - to monitor trends
<br />and make informed decisions. PCMS interfaces with the client’s GIS system and provides mapping of all program related assets as well as
<br />graphical program progress status.
