D <br />D-21 <br />RFQ 20-10-01 Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at 174th St. CCNA <br />PROJECT APPROACH AND UNDERSTANDING <br />The EAC Team is ready to refine and complete the selected design concept for the 174th Street and Collins Avenue Bridge Park. We <br />have studied the Sunny Isles Pedestrian Overpass Planning Study and the 2016 Transportation Master Plan to fully understand the <br />project scope. The project is in one of the most heavily traveled intersections by pedestrians and vehicles within the City of Sunny <br />Isles Beach. The concept design will be an open and elevated bridge park over the south side of the intersection, traveling east and <br />west, to accommodate vehicular improvements at the surface level, and to take pedestrians to an elevated plane for an enhanced <br />crossing experience - reflected as an extension of the Samson Oceanfront Park. Our Project Team provides a fresh approach in order <br />to identify potential refinements to the concept design; our experience on pedestrian bridges allows project familiarity that will improve <br />the concept design and maximize efficiency and cost effectiveness. Our portfolio of pedestrian bridge projects is indicative of our <br />familiarity with infrastructure works within pedestrian bridge facilities locally and nationally. <br />The EAC Team brings an in-depth understanding of the needs associated with this project. The scope of work includes the design <br />of a pedestrian link that will become an extension of the adjacent Samson Oceanfront Park, creating a “destination experience.” <br />The new link will be green and sustainable, and will incorporate the use of native plants to create a buffer for pedestrians crossing <br />Collins Avenue. It will be designed as a plaza, with landscaping, creating an elevated park. The connection will be fully American with <br />Disabilities Act (ADA) compliant and accessible with stairs and elevators on the east and west approaches. It is our mission to design <br />a pedestrian green crossing that is visually attractive, structurally efficient, and cost effective. <br />ARCHITECTURE <br />Savino and Miller Design Studio (SMDS) and West 8 Urban Architecture and Landscape Architecture (West 8) - both award-winning <br />firms will be the design Architects for this project. As part of the EAC Team, both firms will collaborate in urban design and play key <br />roles in the bridge park concept development and final design. The main objective for the Pedestrian Bridge Park is to creatively <br />design a sustainable “park in the sky” that is environmentally friendly, socially vibrant and inviting to its users. In 2017, West 8 <br />completed the site plan design for the SoLe Miami Beach Hotel just adjacent to the project location. As a result, the EAC Team is <br />extremely familiar with the project area. <br />Our proposed design meets the City’s goals by creating an efficient, pragmatic, yet beautiful bridge experience that links the West <br />side of 174th Street with the beach. Collins Avenue is currently acting as a barrier for those in the neighborhood wishing to reach the <br />Oceanfront Park and the Beach. This bridge eliminates this barrier with an iconic, ADA compliant design, that links the east and west <br />seamlessly by borrowing from existing design languages and planting palettes. <br />Figure 1: Aerial View of Collins Avenue and 174th Street
