CPZ provided a detailed programming report that included a questionnaire for the building users and with the questionnaire produced a needs assessment chart. CPZ then provided a spatial interactionary block diagram of the building users which led into schematic design. Once a floor plan option was selected by the County, CPZ provided an opinion of cost. The opinion of cost exceeded the CCA guideline limit and the County had to put the project on hold. <br />c.
