<br /> <br /> <br />Quality Control Program <br />The purpose of this Quality Control Program is for TFR to establish a quality control system to perform sufficient <br />inspections and tests of all items of work, including that of our subcontractors, to ensure conformance to <br />applicable specifications and drawings concerning the production, quantities, field activities, materials, <br />workmanship, construction, finish, functional performance, and identification. This control will be established <br />for all activities except where the special provisions and the technical provisions of the contract provide for <br />specific government control by inspections, tests, or other means. <br /> <br />The TFR control system will specifically include the surveillance and tests required in the technical provisions of <br />the contract specifications. Both onsite and off-site fabrication will be controlled and keyed to the proposed <br />construction sequence. The personnel assigned to the Quality Control Section will also be charged with the <br />responsibility of policing TFR’s approved safety program as required by the Accident Prevention Plan of the <br />contract specifications. <br /> <br />General <br />The Quality Control System will include at least three phases of inspection for all technical provisions of the <br />specifications as follows: <br /> <br />Preparatory Inspection: <br />1. This inspection is to be performed before beginning any work on a section of the technical provisions <br />of the specifications. <br />2. The inspection will include a review of contract requirements; a check to assure that all materials <br />and/or equipment have been tested, submitted, and approved. <br />3. Check to ensure that provisions have been made to provide required control testing. <br />4. Examination of the work area to ascertain that all preliminary work has been completed. <br />5. A physical examination of materials and equipment to assure that they conform to approved shop <br />drawings or submittal data and that all materials, certificates, and other submittal data are before <br />submission to the contracting officer. <br />6. Each submittal offered to the contracting officer for approval will bear the date and signature of a <br />member of TFR’s Quality Control organization indicating that he has reviewed the submittal and <br />found it to be acceptable (or showing the required changes). <br />7. Review the appropriate Activity Hazard Analysis to assure safety requirements are met. <br />8. Discussion of procedures for controlling the quality of the work including repetitive deficiencies. <br />Document construction tolerances and workmanship standards for that feature of work. <br />9. Check to ensure that a Government Representative has accepted the plan for the work to be performed. <br /> <br />Initial Inspection: <br />An initial inspection will be performed as soon as a representative segment of the particular item of work has <br />been accomplished and to include an examination of the quality of workmanship and a review of control testing <br />for compliance with contract requirements, use of defective or damaged materials, omissions, and dimensional <br />requirements. This phase shall be accomplished at the beginning of a definable feature of work. The following <br />shall be accomplished: <br /> <br />1. A check of work to ensure that it is in full compliance with contract requirements. Review minutes of the <br />preparatory meeting. <br />2. Verify adequacy of controls to ensure full contract compliance. Verify required control inspection and <br />testing. <br />3. Establish the level of workmanship and verify that it meets minimum acceptable workmanship standards. <br />4.
