<br />A PROPOSAL TO THE CITY OF SUNNY ISLES BEACH: Public Safety Master Planning <br /> <br />There is a degree of overlap in Phases II and III involving interviews, observations and ride- <br />alongs with police personnel. We have found in our experiences that police personnel like <br />to talk about their work if the setting is appropriate. <br /> <br />Phase IV: Analysis of Data <br /> <br />In the fourth phase of our review, we will analyze the data from written directives, <br />interviews, workload, crimes, service spectrum, efficiency, and on-site observations and fact <br />finding. The analysis will cover the Master Plan, Police Policy Manual, Dispatch Element <br />of the Master Plan, and CALEA accreditation standards. <br /> <br />Phase V: Comparative Analysis <br /> <br />-, <br /> <br />In this phase, we will compare our findings and observations of the City of Sunny Isles <br />Beach Police Department with trends and industry standards in the field oflaw enforcement. <br />Since our staff have assisted in the development of accreditation standards, assisted in the <br />accreditation of police departments and worked with elected officials, administrators, <br />stakeholders, and law enforcement officials throughout the United States, we offer the City <br />of Sunny Isles Beach unique credentials in the area of comparative analysis. <br /> <br />A key component of this phase is to recognize the strengths of the Sunny Isles Beach <br />Police Department. We have no pre-conceived notion about the management style or <br />operations of the police department, and we have no personal knowledge of anyone working <br />for the City of Sunny Isles Beach Police Department. <br /> <br />Phase VI: Alternatives and Recommendations <br /> <br />In the sixth phase, we will consider whether alternatives would be in the best interest ofthe <br />City of Sunny Isles Beach.
