A PROPOSAL TO THE CITY OF SUNNY ISLES BEACH: Public Safety Master Planning There is a degree of overlap in Phases II and III involving interviews, observations and ride- alongs with police personnel. We have found in our experiences that police personnel like to talk about their work if the setting is appropriate. Phase IV: Analysis of Data In the fourth phase of our review, we will analyze the data from written directives, interviews, workload, crimes, service spectrum, efficiency, and on-site observations and fact finding. The analysis will cover the Master Plan, Police Policy Manual, Dispatch Element of the Master Plan, and CALEA accreditation standards. Phase V: Comparative Analysis -, In this phase, we will compare our findings and observations of the City of Sunny Isles Beach Police Department with trends and industry standards in the field oflaw enforcement. Since our staff have assisted in the development of accreditation standards, assisted in the accreditation of police departments and worked with elected officials, administrators, stakeholders, and law enforcement officials throughout the United States, we offer the City of Sunny Isles Beach unique credentials in the area of comparative analysis. A key component of this phase is to recognize the strengths of the Sunny Isles Beach Police Department. We have no pre-conceived notion about the management style or operations of the police department, and we have no personal knowledge of anyone working for the City of Sunny Isles Beach Police Department. Phase VI: Alternatives and Recommendations In the sixth phase, we will consider whether alternatives would be in the best interest ofthe City of Sunny Isles Beach.
