<br />coordinating with the County and South Florida Regional Planning Council pertaining to <br />reliable population projections. <br /> <br />The City has successfully implemented a number of tools to stimulate redevelopment <br />(e.g., town center overlay zone, transportation concurrency exemption area, zoning <br />incentives), thereby demonstrating a sustained public commitment. The commercial <br />structures and housing stock on the west side of the City is generally sound, but it is <br />aging. Over the next 10-20 years it is important to make sure that adequate services <br />and facilities, parks, recreational and other amenities as well as quality development <br />exist for future generations. The City will continue to face the challenge of rebuilding <br />existing structures without having a detrimental impact on the overall levels of services <br />and facilities. <br /> <br />In 2000 the City retained a consultant to conduct a "Beachfront Redevelopment Floor <br />Area Ratio (FAR) Study"-whose objective was to analyze the redevelopment potential <br />in terms of location, intensity and impact. The study looked at redevelopment under four <br />FAR (2.0- 2.5- 3.0- 3.5) alternatives and concluded that redevelopment at any of the <br />four alternatives would be feasible but it would result in an increase in traffic of 2,000 - <br />6,100 trips per day, and require upgrading in water, waster water facilities to meet the <br />needs of up to an additional 7,200 people during the peak season. <br /> <br />This issue of land Development focuses on the following inter-related topics as <br />identified at the EAR scoping meetings: <br /> <br />Designate certain city-owned lands as Recreation and Open Space-The 2000 <br />Plan envisioned to incorporate a healthy mix of parks, recreation and public open <br />space. Since 2000, the City has added six (6) acres of park space totaling 21.92 acres <br />as reported by City officials. In addition, the City is working toward providing more <br />access to the beach and continued walkways adjacent to the Intracoastal Waterway <br /> <br />Permit government facilities in all Future Land Use categories- Because the City <br />is substantially developed and very few potential sites exist on its business/commercial <br />core, the City wishes to undertake a general assessment of the location of government <br />facilities within all land use categories. Currently, the Community Facilities (CF) District <br />is intended for federal, state and local government activities and other public facilities <br />that generally serve and benefit the community. CF districts may be applied to all lands <br />except those designated Conservation (eNS) on the Future Land Use Map of the <br />Comprehensive Plan. Land use conversion or exceptions to community facilities would <br />require an amendment of the City Land Use Plan and zoning requirements. <br /> <br />Please note the City is not proposing to amend the Future Land Use Map; however, the <br />City wishes to identify potential areas that are suitable for governmental facilities. In this <br />study, a required task would be to assess the impacts of the proposed areas on the built <br />and natural environments, including the conservation area within the City. <br /> <br />Development of a Cultural Center- The community identified the development of a <br />cultural center as main priority that would be developed to increase participation and <br />promote the expansion of cultural and educational programs. <br /> <br />City of Sunny Isles Beach - <br /> <br />2005 Evaluation and Appraisal Report <br /> <br />Rev. 9/15/2005 <br />Page 8 <br />
