Proiect UnderstandinQ and Approach <br /> <br />The Metric team will successfully meet and exceed all the requirements of the City's Emergency Debris <br />Disposal Management contract. The team's approach to each aspect of the contract are outlined as <br />follows.. . <br /> <br />FEMA Approved Debris Management Plan <br /> <br />Proper planning is essential in ensuring that local governments and communities are prepared and <br />sufficiently equipped to handle a disaster and the ensuing emergency and recovery efforts. As such, <br />we realize the importance of developing a FEMA Approved Debris Management Plan that will help the <br />City minimize economic and social losses, and successfully return the City's residents to a state of <br />normalcy after an event. <br /> <br />During the 2004/2005 Hurricane Season, Metric mobilized more than 200 inspectors in a period of 72 <br />hours and supervised over 100 million dollars in emergency debris removal work. The firm developed <br />an emergency debris removal plan utilizing the experience gained during the 2004/2005 Hurricane <br />Season. This plan was developed to ensure continuity in providing a systematic and orderly debris <br />removal operation for future emergency events no matter who was involved in the debris removal <br />process. <br /> <br />The Metric team will analyze and evaluate the City's ability to respond to a disaster and manage its <br />operations. We will review any current plans, if such exists, and author a new, customized Debris <br />Management Plan for submittal and subsequent approval by FEMA. The plan will include, at a <br />minimum, an organizational chart of core management personnel and their areas of responsibility and <br />relationship to the City, a list of contact information of key personnel involved, locations of TDSRS sites, <br />permits, and other key field documents. Since we offer a comprehensive solution to the City, we will <br />also train the City's staff in their implementation and use of the approved debris plan. Additionally, in <br />accord with the approved plan, we offer pre-event support, aid during the event, response afterwards, <br />and continuing support through recovery, to ensure that the plan is adhered to. <br /> <br />In addition to preparing Debris Management Plans for various agencies, our team members have also <br />provided Debris Plan Training Workshops, which clearly demonstrate our expertise in this field. We will <br />recommend documentation methodologies for administrative force accounting and record keeping. We <br />will aid in the production of documentation to detail the use of pre-event contracts. We provide valuable <br />insight through our interpretation of applicable FEMA, along with Federal Highway Administration <br />(FHWA), regulations and policies for both emergency and debris planning and their implementation. <br /> <br />New Developments: One of the most important issues associated with having an approved Debris <br />Management Plan is that a new development within FEMA states that with an approved Debris <br />Management Plan filed with the Florida Department of Emergency Management, the City could be <br />entitled to an additional 5% match in federal funds. In addition, regular time incurred by City staff on a <br />declared event could be reimbursed in full. This could provide hundreds of thousands of dollars in <br />additional reimbursement to the City for a declared event. In light of this, the Metric team greatly <br />understands the importance of assisting the City in creating a quality Debris Management Plan for <br />approval. <br /> <br />Request for Proposal for Debris Removal <br /> <br />With our in-depth knowledge of FEMA reimbursement policies, the Metric team is well aware of the <br />necessity of having competitively bid contracts. Involved in this is writing procurement documents and <br />assisting the City with the debris hauler evaluation process. The design of comprehensive procurement <br />documents is an invaluable protection for the City's economic health, and will eliminate the potential for <br />loss associated with scopes of work that historically have not been reimbursed by FEMA-the most <br />critical issue in having a detailed RFP. <br /> <br />The Metric team will develop, with assistance from the City, a Request for Proposals for Debris <br />Removal and Disposal that will maximize federal reimbursements.
