<br />Q: The way I read the RFQ, the Engineer will lead the team? <br />A: We see the lead being the people who are going to physically be able to show us how <br />to make it happen but the rest of the team is crucial, and so if you can, again, in your <br />15-pages, show us what we need to know, we'll consider it. <br /> <br />Q: Regarding widening the walkways and beautification, are you anticipating any <br />roadway improvements? <br />A: There is a plan to do repair or reconstruction work on Collins Avenue by 2011 or so, <br />somewhere in that time frame, so if you think you might have an idea of how to work <br />with FDOT to coordinate some of that work to enhance this process, that would be <br />great. We are not expecting that of you necessarily, but that would certainly be a <br />bonus. <br /> <br />Q: Do you foresee the Scope of Work will include the beach access areas also or is it <br />strictly limited to the to-foot easement on the west side? <br />A: Try to develop a prototype for the beach accesses even though we have a sign now, <br />but we would be interested in something different. If we are going to be working on <br />both sides of the street to try to enhance the whole corridor, you are going to have to <br />touch up maybe just that beach access sign, maybe that sign that we have now just <br />doesn't work. If you have any ideas of how we can unify some beach accesses, and <br />we are trying to do that with developments, but the beach accesses are only 5-feet <br />wide. <br /> <br />Q: The Selection Process, basically from the RFQ you are going to select the <br />Consultants? <br />A: Possibly, and we hoped to have the scoring sheet here today but we haven't gotten a <br />response on one final question posed to the State organization. In the past, we have <br />developed very extensive scoring sheets, and developed very extensive verbiage to <br />explain that scoring sheet. We would supply it immediately and upfront with each <br />RFQ saying this is what people are going to be scoring you with and these are the <br />guidelines they are going to use to score each individual category. We want this to <br />be a very open, very objective process, and we will get that out to all of you byemail. <br /> <br />Q: You had a plan and you couldn't permit, is that what happened? <br />A: No, it was never takenforward, it was never implemented. There wasjust no specific <br />purpose or leadership that took it from beginning to end. The City Commission is <br />emphatic that we need to do something with this area, they have allocated funding <br />for the design, they empowered Jorge and others to get these easements which has <br />been a very tedious process, and now we can move forward. So it is not that there <br />has been a problem in the past, we are just going to do this, we want to do it right, <br />and we now have this additional footage which is crucial. <br /> <br />Regarding the question on the Economist, what is going to be vital for us to move <br />forward on this is basically, you have got one owner owning almost all the property <br />on the west side, and it can be very important when you do your studies that that <br />owner realizes that he is getting a value.
