Speed of delivery is also a factor in the volume of <br />change orders. If a project is "fast tracked", it stands to reason <br />that there is greater potential for change orders. In essence, it <br />becomes a case of "pay me now or pay me later" when speed is <br />the issue. <br /> <br />b. ALL projects, including <br />those designed by our firm, have experienced "sticker shock" <br />over the past 3-5 years as construction costs have spiraled out <br />of control due to an over heated construction market, a shortage <br />of building materials (steel, concrete, etc.) and the devastating <br />impact of multiple hurricanes. It is <br />those decisions made in the first 20% of the design phase that <br />define the project's ability to stay on track. Management of <br />budget and cost is an essential and universal part of the design <br />process not a separate activity after the fact. A commitment <br />to cost management must take the form of a specific and <br />coordinated process that will guarantee the preservation of the <br />essential parts of a design vision throughout the entire course of <br />planning, programming, design, and construction. <br /> <br />Various financial controls will be implemented during each <br />phase of the project with new controls being implemented as the <br />project nears actual construction and greater resources <br />are at risk. With a <br />locally based staff of more than 200 design professionals, Spillis <br />Candela DMJM is exceptionally well positioned to be able to <br />adjust to any scheduling concerns this project may face. <br /> <br />Scheduling is an important management tool for the entire team. <br />The Master Schedule which will be developed by Spillis Candela <br />DMJM in conjunction with the City will coordinate all aspects <br />of the project inclusive of program development, site master <br />planning, AlE design, park planning & design, permitting and <br />construction phase activities. The Design Schedule will include <br />all critical coordination items and key dates for coordination <br />along with submittal dates and printing schedules. Following <br />the Design Phase, the Permitting Schedule will include key <br />dates for each type of permit submittal, estimated review times <br />and critical dates for completion of permits for construction. <br />The Construction Schedule will be developed by the CM or <br />Contractor and will indicate the completion dates for all major <br />subcontractors and major areas of the facility along with critical <br />path information. As the Architect and a representative of the <br />Owner, Spillis Candela DMJM will assist the City in the monitoring <br />of the Construction Schedule. <br /> <br />All Project Team members will be provided with a copy of the <br />Master Schedule upon Approval-to-Proceed.
