Request for Proposal- "Aquatic Entertainment Complex"
City of Sunny Isles Beach, Florida
November 8, 2010

e

The Tropical Garden connects to a ground level plaza which serves as a community
amenity for building users, visitors and members of the public alike. The space features
passive recreation areas that allow for gathering and relaxation and a grandiose art
wall. The plaza can also serve as an area for small scale events that serve the adjacent
retail establishments and promote pedestrian activity. Continuing through the plaza,
visitors approach the pedestrian entrance to the park as they stroll to the Great Lawn.

At fourteen (14) feet above grade, the Great Lawn captures the energy produced by the
surrounding roads while creating a safer place for children to play without the worry of
the adjacent speedy traffic. The vast park- setting allows for both active and passive
uses of the Great Lawn area. At the western edge of the Great Lawn, a Performance
Stage can be accommodated for outdoor events that serve civic, cultural and
educational users.

The multiple park levels are connected with soft inclined ramps providing for a nice
interval walking course featuring wide steps that can be used for exercise and double in
function as sitting areas for the Performance Stage. The site design captures and
maximizes the view to the Performance Stage from the Great Lawn and the upper
levels of the elevated park, and the stepped seating area provides for a multi-functional
and efficient layout of the public space. From the Great Lawn, patrons stroll by the Art-
Wall to the upper park.

e

As a functional element, the ramp within the Art-wall connects the Great Lawn with the
upper park. This element finds its inspiration in the Bacardi Building where the
architecture has become the art. The enlighten experience of walking through art and
being affected by the patterns, the forms, the materials and the play of sunlight is one of
the many sensory experiences that a patron can enjoy during their visit to this park.

Once the park is elevated to thirty four (34) feet, it changes in character to a more
serene environment as the traffic and city noise becomes less audible. At this level,
visitors will take pleasure in the tranquil atmosphere featuring passive outdoor
enjoyment areas, an expansive Water Court with children play area, a vast sculpture
garden, and the continuation of the Art-Wall. At this level, the sculpture garden and
water court connect to the Aquatic Entertainment Center.

The elevated park has been designed to structurally support a future sky-walk
pedestrian bridge connection to the beach and public pier on the east side of Collins
Avenue. At approximately fifty-four (54) feet above grade, the pedestrian bridge would
cross Collins Avenue and the existing overpass and physically connect the to the east
side of Collins Avenue. Due to its height and centralized location, this structure will
also have the opportunity to serve as a "gateway" civic marker for the entire project.

e

The Parkinq Garaqe: The parking garage has access points on both eastbound and
westbound Sunny Isles Boulevard. The parking has been designed so that the cars are
fully screened from the public view. It is important to have a highly efficient parking

5 of 32
