BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) <br />CPH has been providing continuing services for the City of Palm Coast in the management of their Capital Improvement Plan (CIP). <br />The firm has assisted the City in obtaining funds, evaluating current facilities, upgrades and refurbishments, and new facilities. The <br />team has performed work for three major functions for the City that include: Water/Wastewater, Stormwater, and Roadway projects. <br />The projects are outlined below. <br /> <br />Master Wastewater/Water Planning - The City of Palm Coast is purchasing the Florida Water Service's Palm Coast Utility System. <br />CPH has assisted the City in the evaluation of the existing utility system condition and determination of the utility system valuation. <br />CPH has also assisted the City in developing a 5-year Capital Improvement Program (CIP) of $110,000,500. The rapid growth within <br />in the Palm Coast service area was considered when the 5-Year CIP was developed. Revenue Bonds were used to pay for the <br />purchase and some of the Capital Improvements. Florida State Revolving Loan Funds will be used to pay for some of the wastewater <br />system improvements. <br /> <br />The Palm Coast 5-Year Water System Capital Improvements - The projects include New Florida Aquifer Wells, raw water mains, <br />RO Water Treatment Plant to 6.83 MGD, RO Concentrate Disposal, Shallow Wellfield expansion, Lime Softening WTP improvements, <br />R&R projects, and blanket projects. <br /> <br />The Palm Coast 5-Year Wastewater System Capital Improvements - The projects include Wastewater Treatment Plant expansion <br />from 4.0 MGD to 6.83 MGD, master pumping station, pumping station upgrades, pumping station generators, sewage force main <br />construction, private effluent pumping system expansion, reclaimed water mains, R&R projects and blanket projects. <br /> <br />Master Palm Coast Roadway Planning - CPH has assisted the City of Palm Coast with multiple tasks in data collection and <br />assessment of the roadway systems, which has contributed to the development of the CIP Program including roadway and storm <br />crossing condition analysis, development of asphalt resurfacing program (50 miles per year - three years completed) created city-wide <br />base mapping of all city streets, assisted in public works department identifying pavement deficiencies and flooding conditions. <br /> <br />Belle Terre Parkway Four-Ianing - CPH provided services including design, traffic services, landscape .. . <br />architecture, right-of-way acquisition, surveying and environmental services for the Belle Terre Parkway four-Ianing. <br />The project consisted of approximately 4.1 miles of a four-lane divided roadway, four 12-foot travel lanes and two <br />four-foot bicycle lanes. <br /> <br />Palm Coast Water Treatment Plant #3 - CPH provided complete design (architectural and civil design) and <br />construction management services for a new water treatment facility and administration offices. CPH prepared the initial project scope, <br />initial budgets, prepared surveys, designs, permitted the project with FDEP, FOOT, Army Corp of Engineers, Flagler County, City of <br />Palm Coast, and the St. Johns River Water Management District and provided full Construction Engineering and Inspection Services <br />for the project. <br /> <br />25.
