The project is managed by the U.S. <br />Army Corp of Engineers Rapid Response Program and <br />Jacksonville District Office for the EP i\. Prepared <br />remedial design workplan and construction oversight of <br />a $O.S~I in situ enhanced bioremediation (with <br />Dehalococcoides ethenogenes bioaugmentation) remedy. <br />Design, installation and startup of project were <br />completed in 5-1/2 months from project funding. <br />Currently providing O\'ersight of final performance <br />mOl11tonng. <br /> <br />Remediation Technical Manager, Columbus AFB <br />Site SS-32, Columbus, MS, (08/06 - Present). Co- <br />de\'eloped winning proposal strategy for PBC-fixed price <br />remediation of a 400 acre chlorinated ethene plume for <br />Columbus AFB. Remedy will use emulsified oil <br />biobarriers \vith an enhanced groundwater gradient <br />created via groundwater recO\'Cry wells. Progress to date <br />includes completion of the site Feasibility Study and <br />ongoing preparations for a tield scale pilot test and <br />treatability study. <br /> <br />Remediation Engineer, Multiple Sites, Laughlin <br />AFB, TX, (10/06 - Present). Co-de\'eloped winning <br />proposal strategy for a PBC-fixed price remediation of a <br />chlorinated ethane plume using ISCO \vith persulfate. <br /> <br />Team Member, Exit Strategy Development (ESD) <br />and Remedial Process Optimization (RPO) Team. <br />Moody AFB, GA and Hurlburt Field, FL, (07/05 - <br />09/06). t\Iember of ESD/RPO team charged with <br />e\'aluating clear and realistic remediation goals and exit <br />strategies for areas of concern on both bases. <br /> <br />Design Engineer, City Chemical University <br />Boulevard Site, Orlando, FL, (06/02 -12/06). <br />Designed an in situ enhanced bioremediation <br />remediation for TCE source area treatment at a former <br />dnlm storage yard in Winter Park Florida. Design <br />consists of a closed loop recirculation cell with lactate <br />injection. Provided constnlction review and operation <br />startup oversight in Spring 2005. <br /> <br />Design Engineer, Southern Solvents Superfund Site, <br />Tampa, FL, (10/03 - Present). Developed design for <br />$300K ISCO pilot tests for a PCE DNAPL source area. <br /> <br />SHAW ENVIRONMENTAL, INC. <br /> <br />06C 122006T <br /> <br />Remedy to consist of lance permeation with sodium <br />permanganate. Project is scheduled for implementation <br />in Spring 2007. <br /> <br />Program Engineering Manager, FDEP Hazardous <br />Waste Contract (6/02 -12/06). Provided project <br />design work, technical direction, and remediation <br />strategies for multiple site remediations invoking <br />primarily chlorinated ethene-contaminated sites <br />throughout Florida. Design strategies are principally <br />ISEB with lactate injection and ISCO with potassium <br />permanganate. <br /> <br />Senior Project Engineer, In Situ Steam Injection <br />Demonstration, Cape Canaveral, FL, (5/00 - 06/01). <br />Project engineer for construction and operation of an <br />$800,000 in-situ steam stripping system for TCE <br />DNAPL remediation at the Launch Complex 34 site. <br />\Vork was sponsored by the Interagency DNAPL <br />Consortium (DOE. EP A, N"\SA, llSAF, and DOD) <br />and \vill be de\'eloped into an [~PA site demonstration. <br />Prepared design construction drawings for remedial <br />system layout and construction, The project was <br />successful at rem(wing 90'Y" of the contamination <br />(12,000 lbs) within 6 months. <br /> <br />Senior Project Engineer, Launch Complex 34, Cape <br />Canaveral ISCO Demonstration, FL, (2001). Design <br />engineer for S I M in situ chemical oxidation (ISCO) <br />using potassium permanganate for TCE DNAPL <br />remediation at the Launch Complex 34 site at Cape <br />Canaveral, Florida. This work \vas sponsored by the <br />Interagency DNf\PL Consortium (DOE, EPA, N,\SA, <br />USAF, and DOD) and has been de\'eloped into an EPi\ <br />SITE demonstration. The project successfully removed <br />approximately 8,000 pounds of TCE in 4 months field <br />time. <br /> <br />Senior Project Engineer, Feasibility Study, Scovill <br />Superfund Site, Dickson, TN, (04/02 - 09/03). <br />Prepared focused feasibility study, cost estimating, and <br />remedial alternative analysis for an industrial facili~' <br />impacted with chlorinated ethenes. Site lithology <br />consists of clay o\'erburden and nibble zone overlying <br />karst limestone. Evaluated several combinations of <br />technologies including ISEB, ISCO, electro-resistive <br />heating, zero-valent iron, and deep soil mixing. <br /> <br />ERNEST F.
