I Be Sure to Notice · Large site experience · Phase I and II ESA · Quick source area identification · Familiarity in working with a Florida County · Regulatory and analytical test method understanding Shaw completed Phase I and Phase II Environmental Site Assessment (ESA) activities on a 16-acre property located in Ocoee, Orange County, Florida on behalf of the Orange County Risk Management Division. The subject property was approximately 16.6 acres in size and consisted of one unoccupied 1,744 square foot residential home, six storage sheds, and three horse stables. The remainder of the property consisted of undeveloped pasture with a pond of unknown size located in the middle of the property. The future land use of the subject property was identified as low-density residential, which is defined as up to four units to the acre. During Shaw's site reconnaissance and file review revealed that a portion of the property was cultivated with citrus for over 50 years. As a result, Shaw recommended further investigation of residual agrochemicals in the soil. Due to the age of the residential structure, it was possible that asbestos containing materials and lead-based paints were used during its construction. Shaw recommended that prior to removal of the structure from the subject property, an asbestos and lead-based paint survey be completed. During Shaw's Phase I ESA investigation, it was indicated that five groundwater monitoring wells have been installed on the subject property due to a contaminated groundwater plume originating from the eastern adjacent property. The last four sampling events of the monitoring wells located on the subject property have not detected any contaminants in the groundwater. Shaw recommended continued quarterly sampling of these wells. As part of Phase II ESA activities, Shaw collected surface soil samples from five locations on the east side of the subject property, which was historically utilized for citrus agriculture. The soil samples collected from these five locations were combined to form one composite soil sample that was submitted for laboratory analysis of organochlorine pesticides by Environmental Protection Agency (EPA) Method SW8081, organophosphorus pesticides by EPA Method SW8141, chlorinated herbicides by EPA Method SW8151, eight Resource Conservation and Recovery Act (8-RCRA) metals plus copper and zinc by EPA Method SW6010, and total organic carbon (TOC) by EPA Method SW9060. In addition, individual soil samples were collected from the five locations and held at the laboratory pending analytical results of the composite soil sample. The five individual soil samples were to be analyzed only if an analyte detected in the composite soil sample exceeded FDEP Chapter 62-777, FAC, Residential Soil Cleanup Target Level screening criteria. . 1 FIRM NAME Shaw Environmental, Inc. 25.
