MILLER*` LEGG Mark R. Clark, MS, CEP, CE Senior Biologist Professional Experience: Mr. Clark joined Miller Legg in 2000 and has over 18 years of professional experience providing environmental and permitting services. As a Senior Biologist, Mr. Clark is responsible for performing studies and investigations on biological and ecological impacts effecting the firm's projects. This includes field evaluations, assessments, recommendations and report writing. Specific responsibilities include: wetlands jurisdictional determination, environmental resource permitting; wetland mitigation design; mitigation monitoring; protected species coordination, seagrass mapping, endangered species biological assessments, permit construction compliance; coordination of environmental GIS applications; NEPA documentation and assistance with plan preparations. Mr. Clark is also an Associate of the firm. Mr. Clark has held the position of Senior Scientist and Environmental Sciences Manager with other local, consulting firms. In addition, he was the District Permits Coordinator /Biologist for the Florida Department of Transportation, District VI from October, 1990 to July, 1993. Responsibilities for this position included: permit coordination and processing with numerous environmental agencies, freshwater and estuarine wetland evaluations and delineations, protected species coordination, seagrass mapping, coral relocation, mitigation plan development, endangered species biological assessments, permit construction compliance. Relevant Project Experience Pembroke Pines Preserve at Florida Wetlandsbank - A 100 -acre private passive park containing an interpretive exhibit center, 3,000 LF of boardwalk and nature trails, and canoe trails in Pembroke Pines. Services provided included: land surveys; as -built surveys; topographic surveys; master planning, site planning and engineering; mitigation design and consulting; and construction management and observation. Coral Springs Sportsplex - A 25 -acre recreational park expansion project requiring mitigation design and jurisdictional wetland determinations, WRAP and WBI assessments, and permitting with the U.S. Army Corps of Engineers, the South Florida Water Management District, and Broward County. Kiwanis Park Mitigation Project - A ± 6 -acre cypress wetland mitigation area in the City of Coral Springs Park System. Services provided include: environmental investigations and assessment; hydrological analysis of site; development of management recommendation plan; preservation and enhancement of specific habitats; hydrologic enhancement design and implementation within specific habitats; continuing monitoring of ecological restoration; and permit compliance. West Lake Park II - Environmental Services - Miller Legg is the prime consultant for the permitting and design of enhancements for the second phase of this 1,400 -acre estuarine wetland. Services provided included: water quality data analysis, hypothesis development and review, sediment analysis, fishery analysis, rip -rap design, benthic macro - invertebrate identification, seagrass survey, mitigation credit determination, negotiation of permit modifications, and permitting with the U.S. Army Corps of Engineers, the Florida Department of Environmental Protection, the South Florida Water Management District, and Broward County Department of Planning and Environmental Protection. The seagrass survey was conducted using SCUBA and DGPS equipment and included transect/q uad rant measurements of seagrass density, abundance, and frequency of occurrence.
