MILLER*` LEGG <br />Mark R. Clark, MS, CEP, CE <br />Senior Biologist <br />Professional Experience: <br />Mr. Clark joined Miller Legg in 2000 and <br />has over 18 years of professional <br />experience providing environmental and <br />permitting services. <br />As a Senior Biologist, Mr. Clark is <br />responsible for performing studies and <br />investigations on biological and ecological <br />impacts effecting the firm's projects. This <br />includes field evaluations, assessments, <br />recommendations and report writing. <br />Specific responsibilities include: wetlands <br />jurisdictional determination, <br />environmental resource permitting; <br />wetland mitigation design; mitigation <br />monitoring; protected species <br />coordination, seagrass mapping, <br />endangered species biological <br />assessments, permit construction <br />compliance; coordination of <br />environmental GIS applications; NEPA <br />documentation and assistance with plan <br />preparations. Mr. Clark is also an <br />Associate of the firm. <br />Mr. Clark has held the position of Senior <br />Scientist and Environmental Sciences <br />Manager with other local, consulting <br />firms. In addition, he was the District <br />Permits Coordinator /Biologist for the <br />Florida Department of Transportation, <br />District VI from October, 1990 to July, <br />1993. Responsibilities for this position <br />included: permit coordination and <br />processing with numerous environmental <br />agencies, freshwater and estuarine <br />wetland evaluations and delineations, <br />protected species coordination, seagrass <br />mapping, coral relocation, mitigation plan <br />development, endangered species <br />biological assessments, permit <br />construction compliance. <br />Relevant Project Experience <br />Pembroke Pines Preserve at <br />Florida Wetlandsbank - A 100 -acre <br />private passive park containing an <br />interpretive exhibit center, 3,000 LF of <br />boardwalk and nature trails, and canoe <br />trails in Pembroke Pines. Services <br />provided included: land surveys; as -built <br />surveys; topographic surveys; master <br />planning, site planning and engineering; <br />mitigation design and consulting; and <br />construction management and <br />observation. <br />Coral Springs Sportsplex - A 25 -acre <br />recreational park expansion project <br />requiring mitigation design and <br />jurisdictional wetland determinations, <br />WRAP and WBI assessments, and <br />permitting with the U.S. Army Corps of <br />Engineers, the South Florida Water <br />Management District, and Broward <br />County. <br />Kiwanis Park Mitigation Project - A <br />± 6 -acre cypress wetland mitigation area <br />in the City of Coral Springs Park System. <br />Services provided include: environmental <br />investigations and assessment; <br />hydrological analysis of site; development <br />of management recommendation plan; <br />preservation and enhancement of specific <br />habitats; hydrologic enhancement design <br />and implementation within specific <br />habitats; continuing monitoring of <br />ecological restoration; and permit <br />compliance. <br />West Lake Park II - Environmental <br />Services - Miller Legg is the prime <br />consultant for the permitting and design <br />of enhancements for the second phase of <br />this 1,400 -acre estuarine wetland. <br />Services provided included: water quality <br />data analysis, hypothesis development <br />and review, sediment analysis, fishery <br />analysis, rip -rap design, benthic macro - <br />invertebrate identification, seagrass <br />survey, mitigation credit determination, <br />negotiation of permit modifications, and <br />permitting with the U.S. Army Corps of <br />Engineers, the Florida Department of <br />Environmental Protection, the South <br />Florida Water Management District, and <br />Broward County Department of Planning <br />and Environmental Protection. The <br />seagrass survey was conducted using <br />SCUBA and DGPS equipment and <br />included transect/q uad rant <br />measurements of seagrass density, <br />abundance, and frequency of occurrence. <br />
