<br />o <br /> <br />o <br /> <br />o <br /> <br />- <br /> <br />a projection of 40,000 cubic yards for consistency purposes (Hurricane Wilma had about 20,000 <br />yards to be picked up, and it took 30 days, but the resources were not large). There are several places <br />in the proposal that talk about your response time. Prior to a stonn event, the contraCt will be <br />activated as when you should start to mobilize your equipment and your forces and we expect a two- <br />person management team to come by the emergency center 48-hours in advance and then after the <br />weather has cleared, there is a 12-hour time frame that you have to start clearing the roadways, aI?d if <br />you should be tasked with clearing the main arterial roadways, those three (3) roadways specifically <br />need to be done within 24 hours after the all-clear has been given when the stonn has subsided. <br />There are some penalties for not having your forces mobilized in a timely manner, and you have 24 <br />hours to be 50% mobilized, and after 48 hours you need to be 100% mobilized. This is the basis for <br />your proposal and the amount of crews and personnel that you assigned as being necessary to <br />perfonn this work within 30 days. The goal is to make sure that whoever the contractor is for this <br />project is going to show up in a timely manner, and get the work done very quickly because this <br />community is very concerned about making sure that everything is cleaned up and it can never be too <br />quick. If you do anything faster than these time limitations, that is even better. <br /> <br />Disposal Location: In this proposal, the disposal location is listed as the North Dade Facility which <br />is about 16 miles away, and the goal is to have that be your primary disposal facility but if there are <br />any obstacles in disposing the debris directly to that facility then that is something that we will work <br />with the winning contractor if the need should arise. There is no temporary site for debris, storage <br />and reduction on this island, they are too close to the proximity of publicly traveled areas, and <br />condominiums, and residential areas, so there is nothing available on the island for that activity. The <br />only spot available on the island would be, should the need arise to store construction and demolition <br />debris temporarily because there is no reduction involved, is a site just north of the William Lehman <br />Causeway that will be available if there needs to be a residential drop off area or a temporary <br />construction and demolition site, otherwise the clearing is done when you are actually picking up and <br />removing the debris. In the past it has been chipped behind the truck with a chipper trailer and right <br />into the bed and taken as mulch to the disposal facility. Basically, the optimal way ifit is not a large <br />event stonn is to chip as you go and take that debris to disposal at the North Dade Facility. The City <br />is in a negotiations with the County to look into utilizing one of their temporary storage sites, if they <br />activate one after a disaster, to have an alternate for a place to take debris should something be wrong <br />with the landfills, if you can't get into them, if the lines are three hours long, ifthere is a lot of debris <br />and the quantities cannot be handled. As of now, the goal is to take it straight from the City either <br />vegetative or mulch, preferably mulch, to a landfill directly. In the past Public Works has cleared the <br />Park areas but you may be asked to assist with those should the need arise in the Parks and the <br />facilities debris of surrounding buildings such as this but that is not directly in the scope of this RFP <br />as the primary debris removal location. <br /> <br />Conversion Factors: There are conversion factors from cubic yards to tons that are based on the new <br />FEMA Guidelines. Last year in 2007 they revamped their conversion factors to what they think the <br />different types of debris weigh, they classified debris as hard woods and soft woods and in the past <br />the ratio has been 8 to I. That is no longer what FEMA is using, so that will be a standard that the <br />monitoring company will be looking at if you base your debris on cubic yardage and you are paid on <br />a cubic yardage basis, there will be a comparison done with the disposal weight from the disposal <br />tickets to make sure that everything is in line with the load calls the monitoring company will <br />perform out in the field for you, so those rates have changed. <br /> <br />Si\SQ917757 <br /> <br />Page 2 of 7 <br />
