<br />Summary Minutes: Special City Commission Meeting <br /> <br />July 31,2008 <br /> <br />Sunny Isles Beach, Florida <br /> <br />Community Development Director Robert Solera reported, and City Manager Szerlag <br />clarified that you can make a right turn into the plaza going eastbound on 183 rd Street only. <br /> <br />Public Speakers: Arnold Shevlin; Raanan Katz <br /> <br />Arnold Shevlin, representing the applicant, asked for site plan approval for a new CVS store <br />to anchor their shopping center, they are not asking for any variances, they have sufficient <br />parking, and the building falls within proper setbacks. The location is where the existing <br />Diner Restaurant is located, and their intention is to knock down the Diner Restaurant, expand <br />the footprint within the sidewalk, enhance the landscaping, and they will not modify the <br />parking spaces. He said that Mr. Solera noted expanding the building by about 600 square <br />feet, and in the site plan that they submitted to the City, it shows approximately 1,100 square <br />feet, which is the correct number it goes out to where the new sidewalk will be, the 600 is the <br />original footprint. Mr. Shevlin said because the new school will be opening shortly, there will <br />be additional traffic on 183rd Street and it is a concern for everybody. They went back to the <br />tenant and they have agreed in their lease to deliver only within the confines ofthe shopping <br />center so as not to interfere with traffic. He presented a rendering of a CVS store with a <br />Mediterranean look. He asked that the Commission approve this request without any <br />conditions except that they are limiting deliveries on site and, with regards to 183 rd Street, <br />they will keep the driveway open the way it is and stripe it as a right turn in, and a right turn <br />out, and that the City will install its own traffic control barriers down the middle of 183 rd <br />Street so no one can come off Collins A venue and enter into the shopping center. <br /> <br />Commissioner Goodman asked what part of the building are they extending and in what <br />direction, and Mr. Shevlin said that they are taking the southeast corner where the entrance to <br />the existing restaurant is, there is a large area there for outdoor dining which will be <br />eliminated and they will square the building off and that will be the main entrance into the <br />building. Commissioner Goodman said on l83rd Street, you have that parking area along the <br />side with no sidewalk, and Mr. Shevlin said that is correct, and that the City is installing a <br />sidewalk within that right-of-way. Commissioner Goodman said he doesn't want any doors <br />on the 183rd Street side as deliveries will be made inside the premises, and Mr. Shevlin said <br />that is correct, the delivery door is on the east side of the building facing Collins Avenue, but <br />the Fire Department under Florida law requires if you have a building deeper than 75- feet, you <br />have to have a secondary means of egress, and so there will be an emergency exit rear door. <br /> <br />Vice Mayor Thaler said by putting a stanchion in the middle of 183 rd Street, does that negate <br />the need for the red light that we have been trying to get, and Mayor Edelcup said no, we will <br />keep trying but in the event that we don't get it, at least it mitigates the problem. Vice Mayor <br />Thaler said that curb entrance will not be closed, and Mayor Edelcup said it mayor may not <br />be, we have to wait and see if we get the light. Vice Mayor Thaler said on 183rd Street with <br />the sidewalk, will that become three lanes, and City Manager Szerlag said yes, two east and <br />one west. Vice Mayor Thaler said he didn't understand the answer to Commissioner <br />Goodman's question on the parking, does that negate parking there, and Mayor Edelcup said <br />you won't be able to park there because ofthe sidewalk and landscaping. Vice Mayor Thaler <br />said the amount of parking will change with the 1,100 feet, it is within the same amount of <br />parking but will still need to be refigured, and Mayor Edelcup said the blueprint used l, 1 00 <br />feet that they calculated the parking with.
