All members have significant proven experience in roadway design, drainage, and environmental
projects and all are available and ready to begin work immediately. Based upon our understanding of the major design
issues and requirements of the Downtown Roadway and Drainage Project, we have assembled a Team tailored to
meet each aspect of this Project. In determining the Key Staff, we not only looked at the special technical capabilities
of the individuals, but also the current project workload and availability of each Team member.

The technical qualifications and experience of the staff assigned to the project must match the requirements of the
project. A quality product requires that qualifications be met by those actually assigned to do the work.

The design of this project requires a Project Manager that has a great deal of experience drainage [1]" ".'
design in South Florida and who knows how to do things right the first time and on schedule. The APCTE .. ~'~,' " .
Team will be led by Mr. Amelio Alfonso. P.E., who is in charge of the Water Resources Department for -' '1
our company, and will serve in the role of Project Manager for this project. He has over 25 years of ~
experience in the Stormwater Management field. His experience extends from Consulting Engineer to
University Professor. The scope of work for this project is somewhat similar to the scope of numerous
projects that Mr. Alfonso has completed for the City of Miami Beach, Florida Department of Transportation and
several other local municipalities.

Reliability and client satisfaction are APCTE's cornerstone values. In that spirit, Mr. Alfonso will act as the single point
of contact with the City. All instructions, questions, and responses will be handled by him personally. He will make
sure that all issues will be addressed by the best qualified member of the Team.

Success is never the result of one individual's effort and this project will be no exception. The realization of this
project will come about because of a complete Team effort, highlighting the importance of the personnel supporting
the Project Manager. Past work experience of the key professionals that will be supporting Mr. Alfonso including a
brief description of their professional background as it relates to their roles on this particular project are discussed
below.

Antonio G. Acosta, P.E. (APCTE) - Principal-in-Charge
Mr. Acosta has over 25 years of experience; he launched his career in 1985 working for the Florida Department of
Transportation District VI office as a Roadway Designer. During this time, he fine-tuned his skills in areas ranging from
highway design, construction, maintenance and administration to bridge design, traffic operations and roadway
design project manager. Mr. Acosta is currently the President of APCTE.

Carlos M. Gil-Mera, P.E., C.G.C. (APCTE) - QA/QC
Mr. Gil-Mera began his career 24 years ago working as a Traffic Operations Engineer for the FDOT-D6.
