Located on what were once separate street blocks, the towers face east and west. The <br />architect masterfully designed a pedestrian-friendly building that meets the strict requirements of the <br />United Sates Courts Design Guide while also incorporating client, tenant, and city requests. Such <br />requests included the following: <br /> <br />.,/ Natural lighting in all the courtrooms, chambers, and jury rooms <br />.,/ Perimeter security <br />.,/ Avoid relocation of underground utilities along NW 4th Street <br />.,/ Preservation of the 4th street promenade <br />.,/ Unified Landscape Design <br />.,/ Underground subway considerations <br />.,/ Dramatic interior space <br />.,/ Public Plaza/Community space <br />.,/ Tunnel connector <br />.,/ Building image and scale <br /> <br />CES Staff provided Construction Management services alongside Materials Testing and Construction <br />Inspection services. Project materials included locally-manufactured precast concrete; low-VOC <br />paints, adhesives, and finishes; low-toxicity waterproofing and damp-proofing compounds; and wood <br />from non-endangered plant species. <br /> <br />CES also provided Contract Administration, Field Inspection, Steel Welding Inspection, and Concrete <br />and Soil Testing services.
