| Page 3 <br />City of Sunny Isles Beach | RFQ No. 18-02-01 | March 22, 2018 <br />Marine And Coastal Professional Engineering Consulting Services (CCNA) <br />Project Approach & Understanding <br />Project Understanding <br />We understand that the City of Sunny Isles Beach (City) is seeking a qualified engineering consultant to provide marine/ <br />coastal, civil, geotechnical, environmental engineering along with regulatory permitting, marine biology, surveying, construction <br />administration and architectural services. Moffatt & Nichol (M&N) and our subconsultants have a proven track record with public <br />sector clients for creative, efficient and cost-effective delivery of coastal and marine engineering projects that are similar in scope <br />to those included in this RFQ. <br />Key personnel in M&N’s Miami office – Ms. Christy Brush, Ms. Laura Shepherd, and Mr. Timothy Blankenship - have directly <br />contributed to several coastal projects in the City. These projects have included Florida Department of Environmental Protection <br />(FDEP) Coastal Construction Control Line (CCCL) projects for oceanfront development. Ms. Brush is currently coordinating with <br />the City to facilitate implementation of truck haul beach nourishments in the City on behalf of private developers. These projects <br />have resulted in beach management within the City at no cost to the County or to the City. Ms. Brush and Ms. Shepherd have <br />managed the CCCL permitting of many of the private redevelopment projects over the past 20+ years along the oceanfront <br />within the City while employed at their previous firm, and currently M&N has four active CCCL permitting projects within the <br />City. While employed at their previous firm, Mr. Blankenship and Dr. Yong Chen were the lead coastal engineers in the “Phase <br />I - Shoreline Stabilization Study Report” prepared for the City in 2009. M&N staff have direct project experience in the City and <br />along the coast of Miami-Dade County. <br />The following proposed approach and methodology is based on our team’s experience and working knowledge in the City as <br />well as from other successful South Florida coastal/marine projects. <br />Firm Organization <br />Our entire project team has extensive experience with a variety of public and private sector clients, including work with and <br />within the City. We are routinely engaged in, fully understand, and can efficiently manage multi-disciplinary projects, ensuring <br />that quality, schedule, and budget needs are fully realized. <br />M&N will plan and manage all work from our Miami office, and perform the greatest practicable extent of work within that office. <br />Likewise, our subconsultants will perform their work in their local/regional offices. Firms have been selected as subconsultants <br />based on working relationships developed over many years. CSA Ocean Sciences and M&N are teamed on large NOAA <br />contracts, with values exceeding $10M, and the firms are currently teamed on coastal engineering contracts with the City of <br />Hollywood. Morgan & Eklund, a subsidiary of CSA, is currently working on the Hillsboro Beach Nourishment project designed <br />and permitted by M&N, and they also worked on the Key Biscayne Nourishment in 2017 with M&N. M&N works regularly with <br />Revuelta Architecture, and their office is across the street from M&N’s Miami office. M&N has subconsulted four geotechnical <br />projects to HP Consultants for a similar marine/coastal engineering contract with City of Miami, and HP is a CBE firm within <br />Miami-Dade County. Key personnel with M&N have worked extensively with EE & G in the past on environmental assessment <br />and remediation projects for both private and public sector clients. <br />M&N is accustomed to managing projects with many multi-disciplined team members, both in-house and subcontracted. M&N <br />will retain full and ultimate responsibility for successful project management and completion, and will maintain full accountability <br />for all assignments undertaken by our highly-qualified subconsultants. We will draw on our Team resources to meet the specific <br />needs of the site investigations, strategy/design report preparation and preliminary design, agency involvement and permitting, <br />funding applications and management, final design, and construction support and construction inspection services. We will <br />conduct regular Team meetings to review progress and facilitate communication. <br />Strategy and Work Plan <br />For each assigned project/task order, a kick-off meeting or discussion will be held with the City to review the scope, key project <br />goals and elements, schedule, responsibilities and resources, risk/benefit variables, costs, and other items that are pertinent for <br />success. M&N will collaborate with the City to establish a custom strategy that is tailored to the needs of each project/task order. <br />Furthermore, we pride ourselves in looking at all aspects of a project during the strategy development stage, considering matters
