<br />Mr. Swigler has worked on a variety of beach nourishment, marsh creation, dredging, shoreline stabilization, and marine
<br />structure projects in the Gulf States, along the eastern seaboard, and throughout Florida. He has experience throughout
<br />the various stages of the project planning and implementation process including feasibility studies, engineering and
<br />design, permitting, coordination with regulatory agency, budgeting, construction administration, and performance
<br />monitoring. This diverse experience is the foundation for Mr. Swigler’s ability to administer, oversee, and manage
<br />coastal restoration programs from inception through to construction.

<br />Project manager for the 2015 update to the County’s Beach Preservation Plan. The update assessed the condition of
<br />its coastline, performance of prior management activities, and the continued use of beach nourishment vs.
<br />implementation of coastal structures as future management strategies. Numerical modeling evaluated project
<br />performance. A storm impact analysis coupled with GIS quantified reduction in property damages due to coastal
<br />management. A recreational benefits analysis assigned an economic value to the beaches. Design, permitting,
<br />construction, and monitoring costs were optimized to develop long term, cost effective management strategies for
<br />the next 30 years. Mr. Swigler was responsible for managing the study, performing engineering analyzes, developing
<br />the Plan, administering public meetings, and presenting to the beach advisory committee and Board of County
<br />Commissioners.

<br />BRIEF DESCRIPTION (Brief scope, size, cost, etc.) AND SPECIFIC ROLE Check if project performed with current firm
<br />Project manager and engineer of record for the Sector 3 Dune Repair. The project, constructed the winter of
<br />2013/2014, repaired the initial Sector 3 project that sustained damages from Hurricane Sandy in 2012. The dune
<br />repair project involved truck‐hauling and placing 175,000 CY of sand from an upland source along ~6 miles of
<br />coastline. The dune was vegetated with 189,000 native plants. Mr. Swigler was responsible for the design,
<br />permitting, and construction of the project. This involved quantifying storm losses, designing fill templates,
<br />coordinating with state and federal permitting agencies, developing construction plans and specifications, assisting
<br />with bid solicitation, managing construction.
