APTIM conducted the annual monitoring surveys from 2004 to 2012 under Mr. Lowiec’s direction. Topographic and hydrographic survey profiles were conducted at each FDEP R‐monument. A fully certified survey report detailing the methods employed and results was delivered to the County. b. His team has conducted the post storm survey, the annual monitoring surveys and the pre and post construction surveys. Mr. Lowiec is responsible for all permitting requirements as they relate to survey (ECL's, annual monitoring reports, borrow area easement development, etc.). c. He also has prepared permit required physical monitoring survey reports, sovereign submerged land leases and easements and mean high water surveys, FDEP required 62B surveys and erosion control lines. d. Mr. Lowiec coordinated with the relevant State agencies and performed the work in compliance with Chapter 161.141 of the Florida Statutes. A final certified map was produced and delivered to the Florida Department of Environmental Protection and Division of State Lands.
