The PM will participate in daily After --- • Daily After Action Review . <br /> Action Reviews and disaster exercises, functioning as ' ' . ©n=Ca;� <br /> a source to provide essential element information. �" '� `� 1 <br /> The PM will report to the City Operations Manager on <br /> an"on call basis"and be capable of responding within , <br /> 065 <br /> one hour of notification. <br /> • <br /> The PM will ensure that all City event goals and priorities are met and will have authority to make executive <br /> decisions regarding the project. The PM will work out of Ceres local disaster office and will meet with his <br /> support staff and crew leaders at the end of each day to review progress and set goals and priorities for the <br /> following day. <br /> Field Supervisors/Crew Leaders <br /> Ceres Site Managers are responsible for ensuring safe and healthy work environments exist during all <br /> operational phases. The Site Manager's specific daily Health and Safety and Operations responsibilities <br /> include: <br /> • Monitoring and Inspecting Heavy Equipment Operators, Truck Drivers, and Traffic Controllers in <br /> the safe operation of their specific area of responsibility using the proper tools and in accordance <br /> with the safety procedures and guidelines outlined in EM 385-1-1 and CFR 29 Par 1929 and 1910. <br /> It is important to note that a debris clean-up operation exposes the general public to the numerous <br /> hazards involved in debris collection and removal. <br /> • Enforcing the use of proper guards, controls, and work practices. Monitoring each feature of work <br /> 0for human, situational, and environmental factors that could cause accidents. <br /> • Locating compiling contact information for area medical facilities. Crew Leaders will be equipped <br /> with a pager and a cellular phone in case of emergency. <br /> • Supervising and evaluating overall worker performance, including safety. <br /> Crew Leaders document daily production to monitor and ensure the most efficient operations. The <br /> information they are to record includes: <br /> • Cycle Times of Trucks <br /> • Loads per Hour <br /> II Production <br /> Crew leaders are also required to make sure that safety gear is provided and that it is adequate for the <br /> hazards involved and enforce proper use and wearing of protective gear. Accidents will be recorded and <br /> reported on the Supervisor's Accident/Incident Investigation Report by the Crew Leaders. <br /> Daily records submitted up the chain of command to the Project Manager will include: <br /> • Sub-contractor/Employee Name <br /> • Equipment Number <br /> • Type of Equipment <br /> • Hourly equipment documentation, downtime, lost time, and sick time <br /> All accident/incident reports are forwarded through the Health and Safety Manager to the Health and Safety <br /> Officer(HSO). The HSO notifies the PM, who in turn informs the City Operations Manager and implements <br /> all procedures as set forth in the Ceres Health and Safety Program. <br /> Description of a Typical Workday <br /> It will be the responsibility of the Sector Manager to schedule and coordinate the location of a particular <br /> crew and equipment necessary for its job function to its location through direction to the Field Supervisors. <br /> 4111 This will take place through schedule planning from the previous day. The Field Supervisor will notify <br /> members of the crew of the start time, specific job function, and location where he/she is to report. At the <br /> CEENVIR <br /> or!
